∎ Position Summary:
∎ Finance and Grants Officer will work in Finance department for financial and grants support to all programme operating in Tdh Dhaka Office, Bangladesh.
Job Responsibilities:
∎ To review the payment process by ensuring compliance with Tdh policies and statutory and Donor compliance
∎ Responsible for checking all payments requests, i.e., Vendor, Third Party, Consultant and Staff in line with Tdh, Donor policy, and GOB policies and procedure of county Law;
∎ Responsible for financial data entry in the SAGA System by ensuring appropriate analysis code;
∎ Ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and process the payment request through cheque/Account Transfer-as applicable;
∎ Responsible for processing Staff Float/Advance request and arrange disbursement of the same;
∎ Responsible for processing income from external and internal parties through checking all relevant authorities; process expenditure in a timely manner and ensure payments are made efficiently.
∎ Budgeting and Reporting
∎ Responsible for preparation, checking and finalizing of donor budget revision;
∎ Responsible for preparing Burn Rate and Budget Variance Report for the project management;
∎ Responsible for generating financial reports from the system and analyze for the Project Management, Donor, Tdh Management- as needed;
∎ Assist to Line Manager by analyzing overhead budget and cost recovery, update management monthly of spending
∎ Responsible to prepare donor report and entry in Accounting software as per reporting schedule;
∎ Ensure timely partners & donor correspondence on various issues related to financial management and reporting;
∎ Responsible for preparing Monthly Financial Management Report for project.
∎ Prepare and update OFUs and LFUs in coordination with logistic and project managers
∎ Sub-Grants with Partners
∎
∎ Responsible for preparation, checking and finalizing of project partner budget and agreement;
∎ Responsible to fund disbursement to project Partner on time as per agreement, budget and NGOAB fund clearance (as applicable);
∎ Responsible for preparation of voucher and checking of expenditures of Partner on timely manner;
∎ Responsible to record partners expenditures to system in timely basis;
∎ Responsible for reconciliation of partner's fund with system;
∎ Responsible for organizing capacity development initiative for Partner focal person;
∎ Responsible for checking of project documentations process as finance focal;
∎ Responsible for regular monitoring visit of partner organization on financial issue;
∎ Assist to Line Manager during partner organization appraisal and operation process.
∎ Statutory Compliances and facilitate the Project Team during auditing, donors' visiting and management reporting
∎ Ensure statutory compliance regarding TDS and VDS from various bill as applicable rate and record it in the Accounting software;
∎ Ensure statutory compliance as prescribed by Donor, NBR and other Govt. authority;
∎ Responsible for preparing financial statements for Audit and facilitate statutory and Donors' Audit coordination;
∎ Assist to Line Manager during external audit and assessment as required by donor.
∎ Support for submission of FD-6, FD2, FD3 etc. at NGOAB
∎ Maintain communication with programme people for getting approval/certificate from concern Government Offices in time
∎ Support to prepare FD2-7 and other relevant form and documents for Program.
∎ Create a budget follow up system for FD2-7 on monthly bases and alert any over/underspend to regional finance manager and related project manager.
∎ Organization Culture and development
∎ Responsible for ensuring an organizational culture where Tdh's mission and values are reflected
∎ Responsible for ensuring safeguarding and safety matters are in place for staff, office, clients
∎ Build capacity of staff and partners in relevant donor compliance, rules and regulations and anti-fraud policies.
∎ Others:
∎ Accept new responsibilities as and when those are assigned by the line supervisor.

Additional Requirements:
∎ At least 02 years' experience in similar position with International or national NGO
∎ Experience in working with USAID-funded program and reporting system is preferred
∎ Equivalent combination of education and experience.
∎ Demonstrate a high degree of honesty and integrity
∎ Ability and willingness to work on a flexible schedule
∎ Motivated to work responsibly with little supervision
∎ Sound written and verbal communication skills in Bengali and English
∎ Ability to work with sensitive information and maintain confidentiality
∎ Ability to meet and deal with others in a courteous and tactful manner
∎ Ability to foster and maintain a spirit of unity, teamwork and cooperation
∎ Ability to design and manage multiple budgets according to donor requirements.
∎ Advanced knowledge on Tax, VAT law and procedures.
∎ Microsoft office software including proficiency in excel.
∎ Accounting software knowledge is required.
