Job Responsibilities:
∎ Role Purpose:
∎ The purpose of the role is to provide a high quality, efficient & integrated security service and effective operations management of facilities ensuring overall safety, maintenance, and development of British Council premises, including off-site Project Offices in line with British Council standards in order to allow British Council programmes and services to operate safely and securely.
∎ This role will be responsible for ensuring corporate standards and processes for safe and efficient working environments for British Council staff and customers, overseeing/monitoring outsourced suppliers.
∎ Accountabilities:
∎ Security Management
∎ Provide day to day security management of security staff (guards) provided by an outsourced company.
∎ Provide sound, accurate and reliable security briefings and updates by collating security information from a variety of sources including networking with local law enforcement agencies.
∎ Identify any security threats and risks for senior management and act as a point of contact on all security matters for staff in offices.
∎ Conduct audits, verify compliance, and undertake safety checks. Coordinate with the cross-functional and global team to manage risks & to secure Business Continuity Plan.
∎ Health & Safety management
∎ Ensure that Health, Safety and Fire risks are assessed on all sites/events and proportional management arrangements are implemented to reduce those risks and records kept.
∎ Ensure a communicated programme of tests and maintenance are carried out. These include regular fire alarm tests, smoke alarm tests, fire extinguisher testing, and routine tests of the fire alarm/staff exit procedures and records kept.
∎ Maintain and manage a team of Fire Marshalls and First Aiders and ensure appropriate training and regular communication.
∎ Advisory, Policy and Expertise
∎ Coordinate specified facility management support services tasks of varying complexity to support professional colleagues in the implementation of business processes, analysis and resolution of issues and problems or delivery of business activities.
∎ Assess business requirements in consultation with the businesses and resources heads in location offices. To liaise with colleagues to take these needs forward and find solutions to the growing business needs.
∎ Analysis & Reporting
∎ Responsible for provision and collation of management information for all premises related works, including financial information, budgetary information, online SAP setup, and monitoring and collating information about the performance of service providers.
∎ Lead on the monitoring and evaluation of all outsourced facilities management services to drive effective reviews, service improvements and greater efficiency.
∎ Customers & Stakeholders
∎ Deal with customers (both internal staff and external service providers), communicate assertively/persuasively to coordinate complex activities.
∎ Develop relationships and contacts with stakeholders such as foreign embassies, international and Government ministries, and Departments.
∎ Commercial & Resource Management
∎ Support bids, negotiates contracts and manages vendor relationships with the help of the procurement team.
∎ Develops and tracks budgets for facility-related spending.
∎ People Management
∎ Leading and managing direct report(s) and ability to operate within a geographically dispersed matrix structure, including the ability to coordinate resources not under role holder's direct control.
∎ Identify requirements and recommends training and development provisions to build improved operational capability within the unit/team/area.
∎ Relationship Management
∎ Establish and maintain good working relationships with British Council staff in the offices nationally, and if required, regionally.
∎ Liaison with British High Commission security staff, UNDSS, International and local NGOs, Bangladesh Security Forces organisations (RAB, police etc.) as appropriate.

Additional Requirements:
∎ At least 4 years of experience in facilities and security management.
∎ Relevant experience in premises management.
∎ English Language at Proficiency Level CEFR level B2 or IELTS band score 6.5.
