Job Context:
∎ The position is expected to work in collaboration with the project team at National (Dhaka) and Regional level (Dhaka/Faridpur/Noakhali) for capturing the progresses, lessons, and best practices in strengthening Maternal and New-born Care through establishing Social Accountability, engaging Local Government, mobilizing and reducing access barriers among the Hard-to-reach Community.
∎ The job of MEL Coordinator is to provide regular support in data analysis for decision making, Joint Planning, Mentoring, Periodic Monitoring, Process Documentation, Reporting and Knowledge Management.
∎ The MEL Coordinator is a key position in PHD`s technical team based in Dhaka to produce learning documents for future scale-up.
∎ Job Location : Dhaka with extensive field visits in project Area.

Job Responsibilities:
∎ PLANNING AND MANAGEMENT:
∎ Assist Team Leader (TL) Transform Annual Implementation Plan into quarterly and monthly work plan Works with Milestones and Indicators at different levels and intervals
∎ Assist to execute work plan to deliver PHD's technical inputs to MaMoni-MNCSP at the Learning Sites as well as at Partners' level by ensuring equitable distribution of responsibilities among the Regional Coordinators
∎ Internalize project concept and objectives including PHD's Roles in MaMoni-MNCSP and assist Regional Coordinators to develop their efficiency level in delivering inputs at scale in line with overall plan of actions
∎ Implement various tools and techniques for ensuring supportive supervision of field activities by each hierarchy staff at regular intervals along with corrective measures for improvement
∎ Assist implementation of selected Innovations and Good Practices in different Learning Sites
∎ COORDINATION AND NETWORKING
∎ Maintain coordination with different stakeholders at Divisions and Districts level for assuring cooperation and collaboration
∎ Develop functional linkages with relevant government functionaries, implementing partners, other agencies, professional bodies and institutions at implementation level
∎ MONITORING AND MENTORING
∎ Conduct field visits to monitor the field activities and report to Team Leader and PHD Management with findings and way forward
∎ Provide hands-on assistances to the TL. Senior coordinator & Regional Coordinators and Implementation Partners for improving effectiveness and quality of work
∎ Coordinate project activities related to Skills Transfer to Implementation Partners and regular mentoring interventions
∎ DOCUMENTATION AND DISSEMINATION
∎ Report progresses to Team Leader and PHD management on regular basis against time-bound deliverable of the project
∎ Assist Team Leader in ensuring a comprehensive process documentation of the project
∎ Assist Team Leader in preparing Monthly, Quarterly Annual Progress Report
∎ Create and maintain comprehensive project documentation process aligned with project's deliverable and outcome by:
∎ Establish a record keeping and reporting mechanism for all staff according to their job obligations and tasks
∎ Prepare and submit Narrative Progress Report on Quarterly and Annually
∎ Maintain a comprehensive Training MIS (TMIS) under PHD's SOW
∎ Assist Short-term Consultants in accomplishing their assignment according to ToR
∎ QUALITY ASSURANCE
∎ Ensure that the information acquired, produced by the project is ethically supported and 'do-no-harm' strategy followed.
∎ Establish a mechanism for Data Quality Assessment (DQA); Regular checking of relevant MIS data verifying a sample in each month and in each quarter
∎ Arrange or be present at all kinds of meetings, gatherings at the community level and training, workshops at different levels.

Additional Requirements:
∎ Age at least 50 years
∎ Both males and females are allowed to apply
∎ At least 5 years working experiences in the field of program M&E, including 3 years in management position.
∎ Demonstrable experience of working in MIS, data analysis and interpretation especially at the field level, understanding on MNH key indicators, HPNSP focus, and relevant national health system issues
∎ Strong analytic skills and solid understanding of database concepts and have clear understanding on data for program management decision making
∎ Strong Supportive Supervision and Monitoring Skills
∎ Experience in working in partnership with MOHFW and NGOs would be added value.
∎ Ability to manage a complex and diverse workload
∎ Ability to contribute to develop a proactive team, working collaboratively with colleagues and support as necessary
∎ Strong communication and interpersonal skills
∎ Excellent written and verbal skills in Bengali and English
∎ ADDITIONAL REQUIREMENTS
∎ Demonstrable experience in working closely with Government functionaries like DGHS, DGFP, LGD & NILG and GoB Managers at Districts and Upazilas
∎ Extensive experience in computer operation particularly, in MS Office, SPSS/STATA, familiarity with DHIS2, eLMIS and other digital MIS platforms
