∎ Description:
∎ The USAID Feed the Future Bangladesh Aquaculture and Nutrition Activity (BANA) is a five year (2018-2023) activity implemented by WorldFish Bangladesh. The Activity is working toward sustainably improve the livelihoods of fish farmers and other aquaculture market actors by applying a market systems approach. BANA works in 21 districts of Khulna, Barishal, and Dhaka divisions and two districts of Chattogram division.
∎ In the coming months, BANA will work to form aqua-clusters. We have been working with many aqua-enterprises for a long time, and we will now bring these aqua-enterprises together in clusters which can work to improve the sector in their localities. Market actors-- sellers of fish feed and fry, buyers of aquaculture products, intermediaries, and fish farmers-- will build social capital for economic growth. It is necessary to build the capacity of these local business leaders so that they can work to make market improvements and encourage other businesses to adapt their models to grow.
∎ Aqua-cluster Development Teams:
∎ Within each cluster, dynamic market leaders will be identified-- mainly small to medium sized enterprises which are well managed, entrepreneurial, and quick to adopt new approaches and seize opportunities. These business owners will form Aqua-cluster Development Teams (ADT) which will operate in the manner of an aqua chamber of commerce. The Aqua-cluster Development Teams will include five or six well performing market actors such as hatchery, nursery, feed company, transportation, ice supplier, fish farmers, and retailer. BANA will identify these people. The ADT will lead a network of 30-40 stakeholders (identified by the ADT) in a structured process to identify solutions to common aquaculture market obstacles and challenges and implement then those solutions.
∎ Location and Duration:
∎ This is open for national consultant only and will be based in Dhaka, Bangladesh with extensive field visit. The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal.
∎ The interviews are expected to be held in September 2020 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant will meet with each team individually 8 - 10 times over 6-7 months.
Job Responsibilities:
∎ Objective:
∎ The main objective of the consultant's assignment is to guide the ADTs as they develop their plans to improve aquaculture in their localities.
∎ Scope of Work:
∎ Consultant/Consultants will take the ADTs through each stage of creating a development plan to address local problems in the sector.
∎ They will guide and coach the ADTs in their location as they create their own plans. The consultant will train, coach, and advise the teams as they write their plan-- step by step, in consultation with each stakeholder group.
∎ The consultant/consultants will be focusing on helping the ADTs set a course of action toward both short-term, high-impact and high-visibility plans based on the identified opportunities as well as establishing a sustainable team.
∎ Deliverables:
∎ Detail plan for developing an ADT teams.
∎ A calendar for implementation.
∎ A 2-3 page summary report on each team.
∎ Copies of each ADT's plan.

∎ BANA is looking for consultant/consultants with expertise in local economic development planning focusing on aquaculture and agriculture cluster based development with more than 10 years of experience.
Salary:
∎ This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 1,196,991 - BDT 1,269,887 per annum. WorldFish NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension / provident fund contribution.
