∎ The USAID Feed the Future Bangladesh Aquaculture and Nutrition Activity (BANA) is a five year (2018-2023) activity implemented by WorldFish Bangladesh. The Activity is working toward sustainably improve the livelihoods of fish farmers and other aquaculture market actors by applying a market systems approach. BANA works in 21 districts of Khulna, Barishal, and Dhaka divisions and two districts of Chattogram division.
∎ In the coming months, BANA will begin a cluster approach to local development. We have been working with many aqua-enterprises for some years, and we will now bring these aqua-enterprises together in clusters which can work to improve the sector in their localities. Market actors-- sellers of fish feed and fry, buyers of aquaculture products, intermediaries, and fish farmers-- will lead activities for sector improvements. It is necessary to guide and coach these local leaders as they work to make market improvements and encourage other businesses to adapt their models to grow. BANA will identify local experts to provide the on-site support. These local experts need training and guidance themselves, and this consultancy provide this.
∎ Aqua-cluster Development Teams:
∎ Within each cluster, dynamic market leaders will be identified by BANA, mainly from small to medium sized enterprises which are well managed, entrepreneurial, and quick to adopt new approaches and seize opportunities. These business owners will form Aqua-cluster Development Teams (ADT) which will operate in the manner of an aqua chamber of commerce. Each ADT will include five or six well performing market actors such as hatchery, nursery, feed company, transportation, ice supplier, fish farmers, and retailer. The ADT will form and lead a network of 30-40 stakeholders (identified by the ADT) in a structured 6-8 month process to identify solutions to common aquaculture market obstacles and challenges and implement then those solutions.
∎ Objective:
∎ The consultant will provide a three-day training to a batch of potential consultants on how to do a step-by-step strategic planning to develop the ADTs. The consultant will advise on the selection of two or three training participants as the coaches to guide the ADTs. The consultant will provide follow up assistance to the selected local experts during the course of their work to help them keep their ADTs progressing smoothly.
∎ Eligibility, Location:
∎ This is open for national and international consultant only. The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal. The interviews are expected to be held in September 2020 and only shortlisted consultant will be notified and expected to attend the interview
Job Responsibilities:
∎ The consultant will provide training to 15-20 people, a mix of local experts being considered for the local consultancy and BANA staff.
∎ Given local conditions regarding COVID-19, this training (3 days or so) will have to be done online.
∎ After the training the consultant will advise on the selection of local consulting coaches who will work with BANA in guiding and implementing the aqua-cluster development teams.
∎ The consultant will engage with the selected local consultants regularly during their work with the ADTs. Video chats at intervals will be required to ensure the local consultants implement their training properly.
