Having obtained FCPS/MS (General Surgery) or any Equivalent degree recognized by BMDC, will be preferred Or
Obtained Membership from Bangladesh College of Physicians and Surgeons (MCPS) in General Surgery with 4-5 years postgraduate working experience in different fields of surgery in general and emergency set up in addition to one year of internship.
Having worked in multicultural environments which required good clinical judgement

Reportable to: UH&FPO - Upazila Health Complex at Upazila level
Accountable to: As an appointing authority, you will be accountable to PHD for legal and disciplinary procedures for which PHD will review your performances periodically. Team Leader of this project and senior officials will represent PHD.
Monitoring & Technical Assistants: PHD in collaboration with UNICEF will deploy a group of staff for round-the-clock monitoring and technical support. This may include spot check, review of performance reports and assessing technical competency.
Work station: Upazila Health Complexes (UHCs) of Kutubdia, Hatia and Sandwip
Job Objective:
To lead operational activities under Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO), a project funded by the Government of Bangladesh and the World Bank is to manage investments primarily at 4 hard-to-reach Upazilas level of care towards the strengthening of Health and Nutrition services. As a part of human resource support, PHD and UNICEF proposes health responses for maintaining a facility-based Primary Health Care (PHC) inclusive of Maternal, Neonatal, Child and Adolescent Health Services (MNCAH), while ensuring the quality of care.
Key Responsibilities:
Under the technical supervision of UNICEF’s Health Section at Cox’s Bazar, and in collaboration with the authority of assigned UHCs, CS-Office and relevant government institutions, each Consultant, by staying in duty area, will undertake the following tasks, not limited to:
- Examine patients and make diagnoses to determine the need for surgery.
- Review patient medical history and plan the best procedure for treatment.
- Evaluate and advise patients on the risk involved with having surgery.
- Perform surgical procedures to prevent or correct injury, disease, deformities and patient function while adhering to regulatory and ethical protocols.
- Follow established surgical techniques during surgery.
- Prescribe preoperative and postoperative treatment and procedures.
- Ensure sterility in the operating room, and all equipment and instruments with assistance and engaging other team members/OT staff/specialist, RMO, UHFPO
- Direct and coordinate activities of hospital staff for proper patient care.
- Oversee all treatment prior to and post-surgery, and identify associated risks.
- Maintain the highest regard for patient dignity and observe the precepts of the Medical Ethics on Rights for patients.
- Plan and execute disease/illness prevention and health promotion programs.
- Coordinate follow up meetings with patients and monitor health condition after surgery or treatment.
- Carry out daily ward rounds (Morning and Evening) for admitted surgical/emergency patients including post- operative cases, with the support of other medical doctors, and health professionals working in the health complex
- Perform USGs and X-ray interpretation for referred cases including all surgical cases,
- Supervise and mentor nurses, medical students and other mid-level healthcare professionals;
- Support health information management systems for the MOHFW include but not limited to documentation and reporting of all morbidity and mortality information.
- Attend surgical emergencies by being the first on-call if required.
- Participate actively in existing health sector coordination mechanisms and liaises with health sector stakeholders to contribute to addressing the unmet needs in managing surgical cases and optimizing the allocation of available resources, developing clinical protocols, guidelines and standards;
- Assist in preparing monthly, quarterly, and ad hoc reports (time bound ESS Performance Reporting, Accident/Incident Reporting), including those required for donor and government reporting other requests for information as required.
- Should have willingness to receive awareness trainings related to ESS, CFM, PSEA and other applicable for the project
- Assist conducting spot check, ESS monitoring by the auditor, UNICEF or donor
- Take part actively during the missions conducted by UNICEF or donor
- Support ESS focal to fulfill UNICEF and donor requirement
- Support the schedules and maintenance of medical equipment, surgical suite (theatre), including operating, and sterilizing equipment.
- Liaise and coordinates with local Government and health authorities and other stakeholders with a view to strengthening of health care delivery systems
- Facilitate referrals and assisted transportation of critical cases to functioning secondary health facilities or hospitals when required in accordance with organization mandate and procedures directly or through health partners;
- Inform the secondary referral center about the referred case with significant medical condition to ensure proper and timely patient handling at the referral center upon arrival.
- Enter medical information and other details into health databases with maintaining confidentiality. Also required to submit daily field trip report and necessary feedback to the assigned personnel on a regular basis.
- Provide support to manage supply and stock in OT/Medicine/Store to avoid out of stock situations.
- He/she will take the help of WhatsApp/Viber group involving all concerned for ensuring timely, effective and documented communication with all.
- Performs such other relevant duties assign by the UHFPO and RMO.
- Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within PHD and amongst beneficiaries served
- Maintain functional relation with and accountability to the respective authority
- Any other assignment given by PHD management.
