Job Context:
∎ USAID/ECOFISH-Bangladesh has been working in the coastal Bangladesh to improve the resilience of the ecosystem and communities reliant on the coastal fisheries of the Padma Meghna River system. Recently, ECOFISH has also been working in the Resilience Focus Area (RFA), Cox`s Bazar. There are more than 30 fish landing centers along the coast of the Bay of Bengal including a large BFDC landing center in Cox`s Bazar. Basically, fish landing center is a hub of all fish related activities of the fisheries stakeholders and trade center. Therefore, fish landing center may be targeted to engage the landing center based stakeholders in fisheries management activities. However, most of the fish landing center are found to be inadequate in respect of modern facilities like icing, washing, grading facilities. It is also necessary to build proper infrastructure in the fish landing stations in order to reduce the post-harvest loss and promote food safety. Establishing a cold chain and the hygienic handling of catch in the landing centers will enhance food safety, catch quality and nutritional value of fishes. Therefore, there is a need to assess the existing facilities and systems and also identify the improvement areas of improvement. Therefore, ECOFISH project requires a consultant having fisheries knowledge, practical experience on fish landing center in the coastal region of Bangladesh.
∎ The main objective of this consultancy is to assess the existing condition of 4 landing centers and prepare a plan for improvement of the existing fish landing centers for transformation into modern and hygienic fish landing and trading place.
Job Responsibilities:
∎ Assess the existing fish landing center facilities and systems of five potential landing centers in the ZOR region, Cox's Bazar.
∎ Analyze the users/ actor's involvement in using the fish landing centers (who use, who operates and what, how much business transactions take place, number of employment, categories of employment.
∎ Identify the gaps/ improvement areas of facilities (eg. Icing facilities, space for handling, hygienic condition, washing and drainage facilities etc.) and systems using participatory tools for the transformation as modern landing centers.
∎ Review of modern fish landing center facilities and system using web and existing literature search.
∎ Prepare a modern design of fish landing centers and recommends the improved system of operation with the consultation of the users and the actors.
∎ Estimate the budget required for improving the facilities and system.
∎ Determine the anticipated benefits of proposed modern fish landing centers.
∎ Deliverables:
∎ A design of fish landing centers with modern facilities and the recommended system of operation with estimated budget.
∎ A brief accomplishment report on the scope of work.
Additional Requirements:
∎ The consultant should have minimum 15 years of experience.
∎ S/He should have extensive experience in Marine Fisheries and Post harvest related activities, designing of landing center, cold storage and fish marketing.
∎ The consultant must be familiar with USAID regulations, systems, and WorldFish Fish-CRP project, including reporting systems.
∎ Experience of working in the Department of Fisheries (DoF), Bangladesh Fisheries Development Corporation (BFDC) and Bangladesh Fisheries Research Institute (BFRI).
∎ If the applicant possess hand on/ experience in marine fisheries sector will be given preference.
