Job Context:

∎ For Hiring Consultant for mapping operations and reviewing data of climate fund (1 person for Dhaka) Consumers Association of Bangladesh (CAB)
∎ 1. Title of the assignment: Mapping operations and reviewing Data of climate fund (data collection from three layers of three different areas of data sources, mapping the operations and reviewing data etc)
∎ 2. Background: Consumers Association of Bangladesh (CAB), a non-govt. non-political and non-profit voluntary consumer organization, was founded in 1978. Primarily started as a social group to protect consumers from commodity adulteration and artificial price-hike it has gradually widened its scope to establish and safeguard consumers` rights and interests in social, economic, health and environmental issues.
∎ Currently CAB has undertaken a survey on climate and development issues in the country.
∎ 3. Objective of this assignment: The task will focus on mapping and operations and in particular the local impacts (social, economic, environment, climate ect) of climate fund projects in Bangladesh.
∎ Consultancy period: The total duration of the assignment will be for 4.5 months after signing of the contract. Commencement of the service is expected to start by 15 December 2022 and to end the tasks by 30 April 2022.

Job Responsibilities:
∎ Research questionnaire, methods and modalities.
∎ Coordinate the field supervisor and field investigator.
∎ Support the action points, including risk assessments and prepare a report.
∎ Initial briefing and concentration with international researcher/coordinator.
∎ Web/desk research.
∎ Stakeholder reviewing national and local level.
∎ Community based Participatory Diagnosis; following focus group discussions with CBOs and community groups
∎ Conversations with local communities, deprived community members but local elites as well.
∎ Debriefing to key local stakeholders
∎ If possible:
∎ Participatory impact assessments
∎ Social /gender audits.

Additional Requirements:
∎ Working area:
∎ The Project area is Dhaka, Northern and Southern part of the country
∎ Scope of work
∎ To review the project documents (PP, concept note etc.)
∎ To conduct meeting sessions on data management for CSOs;
∎ To collect data from three layer of sources;
∎ To conduct interviews/KIIs with CSOs (individuals or group wise) to collect data;
∎ To develop the data collection formats.
∎ CAB Responsibilities:
∎ Share relevant documents related to the assignment;
∎ Introduce with team members and CSOs;
∎ Regularly communicate, coordinate and provide feedback;
∎ Provide briefing/ overview of the project to the independent consultant/consultancy firm (online or in person).
∎ Expected Deliverables:
∎ A detailed research plan for the assignment (based on an agreed broad planning).
∎ A report mapping the relevant projects, providing key project statistics and detailing the effectiveness of the selected projects as well as of the fund supporting these, with emphasis on the project's impact on the lives of the poor, marginalized and excluded communities and women in particular. The report should have a gender lens and feminist perspective
∎ Clear recommendations regarding the administration of the projects as well as the fund supporting the projects
∎ Audiovisual materials to support the collected data.
∎ Requirements:
∎ Master degree in International Relations, statistics, social science and relevant field. Applicants who have PhD degree in relevant field will get preference;
∎ Technical skills of database languages such as SQL, R, Python, spreadsheet tools, data visualization software. Good computer skills;
∎ Mathematical and statistical skills are required for gathering, measuring, organizing and analyzing data;
∎ At least 10 years relevant expertise;
∎ Good communication and interpersonal skill;
∎ Proficient written English language skills and the capacity to produce quality reports independently.
∎ Respective attitude to right based activities;
∎ Good knowledge on climate change and climate fund, Women Rights, Child rights, GBV, SH, relevant national & international conventions and related laws/Acts, charters etc. in Bangladesh.
∎ General Terms and Conditions:
∎ All reports, database and documents prepared during the assignment will be treated as CAB's property;
∎ The reports/documents or any part cannot be sold, used and reproduced in any manner without prior written approval of CAB;
∎ CAB and its representatives reserve the right to monitor the quality and progress of the work during the assignment.
∎ The consultant will have to comply with relevant policies and procedures of CAB during service period at CAB.
∎ Key communication:
∎ Project Coordinator of the project.
∎ Terrorism and money laundering issues:
∎ If any proof of engagement in any terrorism and money laundering issues is found, CAB will reject the proposal without assigning any reason.

Salary:
∎ The payment will be done according to the following time frame/arrangement: Installments Amount Time line 1st installment 30% of the total amount After contract signing 2nd installment 40% of the total amount After submission of draft report 3rd installment . 30% of the total amount Satisfactory completion and submission of the final Evaluation Report to SNV along with relevant documents
