Job Context:
∎ Plan International is seeking a Chief of Party (COP) for an anticipated USAID-funded youth empowerment and civic engagement activity in Bangladesh. The project will aim to bolster resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh`s self-reliance. The project will build skills and empower young people for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to Bangladesh governance. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project`s objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes.
∎ The position is contingent upon award of the project by the donor. This position is open for citizens of Bangladesh and also foreign expert residents with work authorization.

Job Responsibilities:
∎ The role and Scope:
∎ The Chief of Party will oversees a project budget of USD 25M+ and is accountable for achieving objectives as per grant agreements and plans:
∎ Will oversee all aspects of this project, leading strategic planning and decision making, providing technical guidance, managing the activities of the sub-award recipients, and supervising staff.
∎ Serving as the key liaison with USAID, local governments, implementing partners and other stakeholders,
∎ Maintaining a close coordination and communication with key departments in Plan International Bangladesh.
∎ The COP will also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, donor regulations and Plan International Bangladesh policies and procedures.
∎ Will oversee coordination of field operations and ensure that activities are meeting The USAID and Plan standards.

Additional Requirements:
∎ We are looking for an inspiring and dynamic leader with at least 10 years of relevant experience in leading programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening. Proven experience in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions Previous experience of leading, planning and implementing USAID funded projects, preferably in Bangladesh; Ability to establish strong working relationships with senior government officials; youth-led groups, community officials, media, civil society, and private sector leaders; international donors; and other stakeholders. Demonstrated knowledge of gender transformative programming and experience in implementing programs with gender-focused components. Strong understanding of the Bangladeshi context and complex socio-cultural norms and practices preferred
