Completed university degree in medical science (MBBS) with post-graduate qualification (FCPS, MD, Diploma) on Anesthesiology from an accredited academic institution with 2-3 years postgraduate working experience in fields of Anesthesia in general and emergency set up in addition to one year of internship.

Reportable to: UH&FPO - Upazila Health Complex at Upazila level
Accountable to: As an appointing authority, you will be accountable to PHD for legal and disciplinary procedures for which PHD will review your performances periodically. Team Leader of this project and senior officials will represent PHD.
Monitoring & Technical Assistants: PHD in collaboration with UNICEF will deploy a group of staff for round-the-clock monitoring and technical support. This may include spot check, review of performance reports and assessing technical competency.
Work station: Upazila Health Complexes (UHCs) of Kutubdia, Moheshkhali, Hatiya and Swandip
Job Objective:
To lead operational activities under Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO), a project funded by the Government of Bangladesh and the World Bank is to manage investments primarily at 4 hard-to-reach Upazilas level of care towards the strengthening of Health and Nutrition services. As a part of human resource support, PHD and UNICEF proposes health responses for maintaining a facility-based Primary Health Care (PHC) inclusive of Maternal, Neonatal, Child and Adolescent Health Services (MNCAH), while ensuring the quality of care.
Key Responsibilities:
Under the technical supervision of UNICEF’s Health Section at Cox’s Bazar, and in collaboration with the authority of assigned UHCs, CS-Office and relevant government institutions, each Anesthetist, by staying in duty area, will undertake the following tasks, not limited to:
- The incumbent will work as a team member with other theatre staff and specialist doctors in managing both elective and emergency surgeries including Caesarean Sections.
- S/He will perform as an OT in-charge and responsible for functionality and maintenance of the OT equipment and OT room.
- Administer anesthesia or sedation and appropriate pain management during medical procedures, using local, intravenous, spinal, or caudal methods in accordance to standard guidelines.
- Examine patient, obtain medical history, and use diagnostic tests to determine risk during surgical, obstetrical, and other medical procedures.
- Monitor patient before, during, and after anesthesia and counteract adverse reactions or complications, such as hypotension, airway obstruction, or bleeding etc.
- Provide and maintain ABCDE management and help to prepare patients for routine and emergency surgery and ensure appropriate pain management, ventilation, and life support during surgical and emergency interventions.
- Position patient on operating table to maximize patient comfort and surgical accessibility. Coordinate administration of anesthetics with surgeons during operation.
- Ensure on patient stability and manage safe transitions from post-operative recovery to ward or discharge.
- Confer with other medical professionals to determine type and method of anesthetic or sedation to render patient insensible to pain and prescribing medication in referring patients for surgery.
- Coordinate and direct work with surgeons, obstetricians, theatre nurses, and medical technicians to ensure seamless coordination during procedures.
- Support other theatre staff and train them on proper way to provide optimal care to patients needing surgery as well as the proper post-surgery care.
- Schedule and maintain use of surgical suite, including operating, wash-up and anesthetic and sterilizing equipment.
- Maintain accurate medical documentation for anaesthesia procedures, patient outcomes, adverse events, and equipment usage.
- Instruct health care individuals and groups on ways to preserve health and prevent infectious diseases.
- Conduct medical research to aid in controlling and curing disease, to investigate new medications, and to develop and test new medical techniques.
- Maintain in infection prevention and control (IPC) initiatives, particularly in surgical and post-operative settings.
- Liaise and coordinate with local Government and health authorities and other stakeholders with a view to strengthening of health care delivery systems
- Assist the assigned personnel in monitoring project activities and identifying gaps in surgical care, priority health needs and other activities
- Participate in health education, disease outbreak response, and community awareness campaigns in coordination with hospital and NGO partners.
- Attend in coordination meetings, workshops, training events and conferences at the field and district level (as required).
- Support quality improvement initiatives such as clinical audits, morbidity and mortality reviews, and peer learning sessions.
- Assist in preparing monthly, quarterly, and ad hoc reports (time bound ESS Performance Reporting, Accident/Incident Reporting), including those required for donor and government reporting other requests for information as required.
- Should have willingness to receive awareness trainings related to ESS, CFM, PSEA and other applicable for the project
- Assist conducting spot check, ESS monitoring by the auditor, UNICEF or donor
- Take part actively during the missions conducted by UNICEF or donor
- Support ESS focal to fulfill UNICEF and donor requirement
- Follow the daily checklist for ensuring all medical supplies are properly.
- Active engagement with referral and management of transportation for the patients to higher facilities as required.
- Coordinate with data entry operators to collect medical information and other details into DHIS2 with maintaining confidentiality.
- Perform such other relevant duties assign by the UHFPO and RMO.
- Maintain functional relation with and accountability to the in-charge of the respective Upazila Health Complex (UHC)
- Any other assignment given by PHD management.
