∎ Minimum education, training and experience requirements to qualify for the position:
∎ University Degree in Supply Chain Management, Procurement, Engineering, or Business Administration, or equivalent professional qualification (advanced CIPS)
∎ A minimum of five (5) years of progressively responsible experience in procurement, contracts management, contracts administration and/or logistics, of which three (3) years of experience directly related to first-hand procurement and/or contracting is required.
∎ At least 5 years of experience in managing staff.

Responsibilities & Context:
∎ This Purpose of Position is to effectively manage the Supply Chain function in line with World Vision’s procedures in order to support timely implementation of World Vision Programs/Projects that will have the greatest impact on process improvement, simplification, standardization and cost containment thus ensuring the achievement of the Child Well Being Outcomes.
∎ Business Requirements: Develop a functional strategy aligned with the Global Supply Chain Management (GSCM) Strategy and Regional Office (RO) priorities. Review and finalize annual business plans. Proactively engage with suppliers, partners, local authorities, NGOs, clusters, and stakeholders for coordination and information sharing.
∎ Planning: Represent the SCM function in strategic planning and annual business planning processes. Participate in project designs and meetings to provide professional input during the planning stage. Prepare procurement planning guidelines, align them with global guidelines, and socialize them with stakeholders. Review procurement planning and develop the Consolidated Annual Procurement Plan. Quarterly review annual procurement plans and update sourcing plans accordingly.
∎ Strategic Sourcing: Determine requirements for categories, markets, and suppliers based on spend analysis and annual procurement plans. Execute sourcing strategy, conduct market assessments, and pre-qualify suppliers. Develop RFQ/RFP processes and lead negotiations for high-spend categories. Ensure strategic sourcing processes are included in partner/sub-grantee assessment tools.
∎ Supplier Contract and Relationship Management: Vet and finalize global standard contracts for use. Draft and review supplier contracts, embed key performance indicators (KPIs), and resolve contract-related issues. Develop supplier onboarding processes and relationship management frameworks.
∎ Procurement Execution: Assign orphaned purchase requests (PRs) to appropriate staff and ensure timely action. Follow procurement policies and guidelines in supplier award decisions. Identify and resolve gaps in procurement execution.
∎ Data Management, Analysis, and Reporting: Develop, track, and evaluate procurement metrics. Design and communicate SCM KPI dashboards. Conduct regular meetings on KPIs and monitor sourcing project progress. Ensure master data management processes adhere to global guidelines.
∎ Process, Procedure, and Policy: Understand, interpret, and analyze global policies and processes. Drive implementation of policies, processes, and guidelines. Regularly review procurement policies and advise on improvements. Ensure adherence to SCM policies, procedures, and documentation.
∎ Systems Development and Implementation: Maintain and operationalize procedures. Plan and execute testing and implementation of major systems. Ensure databases meet user requirements and liaise with technical staff.
∎ Control and Compliance: Assess risks related to SCM and procurement and develop mitigation plans. Monitor adherence to control measures and compliance with policies and guidelines. Investigate reported cases of breaches, frauds, and non-compliance.
∎ Leadership and Coaching: Provide leadership to the supply chain department and manage performance of direct reports. Ensure staff understand procurement policies, processes, and systems. Coordinate departmental meetings and lead review meetings.
∎ Training and Capacity Building: Coordinate and participate in training on procurement policies, processes, and systems. Develop capacity assessment and building frameworks for partners/sub-grantees. Train SCM team and internal stakeholders on capacity assessment and building. Ensure implementation and monitoring of capacity building plans.
