Education:

  • Postgraduate degree; PhD preferred.
  • The candidate must have obtained at least one First Division/Class/GPA 3.00 in any public examination, with no less than a Second Division/Class/GPA 2.50 in all other examinations, and must hold both a Bachelor’s (Honours) and a Master’s degree from a recognized university/academic institution.

  • The candidate must have a minimum of 15 (fifteen) years of experience in administrative and/or academic work as a First-Class Officer, including at least 5 (five) years of service in the position of Deputy Registrar or an equivalent post. Preference will be given to candidates with practical experience in the functions of a university Registrar’s Office.
  • For exceptionally qualified candidates, both educational and experiential requirements may be subject to relaxation.
  • Proven record of leadership in higher education governance, compliance, and policy development.
  • In-depth knowledge of university acts, statutes, regulations, and accreditation requirements.
  • Strong leadership, interpersonal, and negotiation skills.
  • Expertise in student information systems, records management, and digital platforms.
  • Commitment to diversity, equity, inclusion, and academic excellence.
  • Excellent communication skills in both English and Bangla.
  • Ability to make sound judgments, resolve conflicts, and manage change effectively.
  • High level of accuracy, attention to detail, and ability to meet deadlines under pressure.


Responsibilities & Context:

The Registrar is the chief administrative officer of Hamdard University Bangladesh in the domain of academic and administrative governance. The position carries primary responsibility for the implementation and oversight of academic policies, student administration, regulatory compliance, and institutional records. Reporting directly to the Vice-Chancellor, the Registrar provides strategic leadership across the University’s academic and administrative functions, ensuring efficiency, transparency, and alignment with national and international standards of higher education.

This role requires exceptional leadership, administrative acumen, and the ability to foster collaboration across faculties, departments, and administrative units, while upholding the values, mission, and reputation of the University.

Key Responsibilities

  1. Leadership of Academic Administration
    • Provide overall leadership and direction for the Office of the Registrar.
    • Ensure smooth functioning of student registration, examinations, transcripts, graduation, and related academic services.
    • Supervise and guide Deputy/Assistant Registrars and administrative units.
  2. Policy Development and Implementation
    • Develop, review, and implement academic and administrative policies in line with UGC, government, and accreditation requirements.
    • Ensure compliance with national and international standards in academic administration.
  3. Academic Records and Data Management
    • Oversee the integrity, security, and accessibility of student and academic records.
    • Implement modern Student Information Systems (SIS) and digital transformation strategies for academic administration.
  4. Governance and Secretariat Functions
    • Serve as Secretary to the Syndicate, Academic Council, and other statutory bodies.
    • Prepare and maintain accurate minutes, records, and documentation for all statutory meetings.
  5. Regulatory Compliance and Accreditation
    • Liaise with the UGC, Ministry of Education, and accreditation bodies to ensure institutional compliance.
    • Lead the preparation of reports, audits, and accreditation reviews.
  6. Strategic Planning and Development
    • Contribute to strategic planning with respect to academic operations and governance.
    • Ensure continuous improvement and modernization of administrative systems.
  7. Faculty Member and Student Support
    • Provide academic and administrative support services to students and faculty members.
    • Address and resolve student and faculty concerns regarding academic administration.
  8. Technology and Digital Transformation
    • Leverage IT and digital platforms for automation and efficiency in student services, records, and academic processes.
    • Collaborate with IT Services for the implementation of e-governance initiatives.
  9. Events and Ceremonies
    • Oversee the organization of convocations, orientation programs, and other major academic events.
  10. Crisis and Risk Management
    • Develop contingency plans for academic and administrative disruptions.
    • Provide leadership during institutional crises, ensuring academic continuity.
  11. Human Resource and Team Leadership
    • Build, mentor, and manage a high-performing administrative team.
    • Promote professional development, inclusivity, and accountability within the Registry.
  12. Financial and Resource Management
    • Plan and manage budgets allocated to the Office of the Registrar.
    • Ensure effective use of financial and material resources.
  13. Government and External Relations
    • Act as the principal liaison with government authorities, higher education networks, and sectoral organizations.
    • Represent the University in external forums and academic associations.
  14. Other Duties
    • Perform any other responsibilities reasonably required by the Vice-Chancellor from time to time.

General Responsibilities

  • Undertake administrative duties as required by the role and university membership.
  • Protect the reputation of the University by maintaining professionalism, confidentiality, and integrity at all times.
  • Abide by all policies, procedures, and codes of conduct of Hamdard University Bangladesh.
