Job Responsibilities:
∎ Develop web-based MIS system that will fulfil the requirement of projects' M&E System using the KOBO/ODK or any other user-friendly open-source software in consultation with the M&E and project implementation team;
∎ Roll-out and implement timely monitoring and evaluation data collection application/database across the projects implementing area at Cox's Bazar;
∎ Assist to conduct training and provide technical support to the project and field staffs on application of mobile/tablet devices, offline and online data capturing options and data transferring device (tablet/mobile to device (laptop/PC/Server) ;
∎ Oversee and ensure smooth functioning of the MIS system, updates, standards and procedures at the field level as per requirements from M&E;
∎ Provide assistance to the project and partner NGO staff to operate and maintain the devices (tablet/mobile) that will be used in the field for data collection;
∎ Conduct field visits to understand the field requirements that will enhance the performance and quality data collection by updating the application, subsequently updating the devices;
∎ Ensure support in data synchronizing, data transmitting, recovery, data scripting, identifying & removing data conflict, database back up, subscription and device updating;
∎ Assist Community Service Providers (CSP) with processes relating to systems upgrades, including reviewing release notes, formulating and running system tests, troubleshooting, etc.
∎ S/he will be held accountable to coordinate the Field Monitors and Community Service Providers (CSP) for data quality and data accuracy following the guidelines approved by Senior Resilience Programme Manager at Cox's Bazar;
∎ Compile and aggregate data/information and produced system based monthly, quarterly, six monthly reports as per the requirement of M&E unit and other technical consultants;
∎ Develop need based surveys (baseline and end line, assessment, sample survey) application using open-source software to capture project outcome and impact guided by the National M&E Specialist
∎ Closely liaise with both the project team and PNGO staff in order to provide them with regular updates regularly, data quality as well as provide recommendation for effective programme monitoring and evaluation data operation;
∎ Perform any other related tasks as assigned by the Senior Programme Manager.

Additional Requirements:
∎ At least 5 years of experience in the design and implementation of M&E/MIS in UN/ GoB/ Development Partners/ INGOs/ University/ Research Organizations of which 3 (three) years in mobile/tablet-web based applications developing and using as well as offline android application;
∎ Applicant must have a working knowledge (proficiency/level C) of English and Bangla (written and verbal).
