Job Context:
∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 88 on-going projects covering 180 upazila focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities, ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB) is looking for suitable candidate (men and women) for immediate appointment for the following position as well as to prepare panel list which is based at its Cox Bazar Office under Caritas Chattogram Region for Emergency Response Program for Refugees from Northern Rakhine State of Myanmar in Bangladesh and Host Community.

∎ ROLE & JOB SUMMARY:
∎ Medical Officer is an appropriately qualified and registered medical professional with knowledge and skills to provide personal, family and community orientated comprehensive primary care medical services to individuals` special focus on children. As part of the general practice he/she is responsible for providing patient-centered, culturally appropriate, and individual holistic care to a defined population at centre and household level.
Job Responsibilities:
∎ PROVIDE PRIMARY CARE SERVICES AS FOLLOWS:
∎ Regular Health Check-up at CFS, WFS and household level.
∎ Urgent medical services (including resuscitation, stabilization and assessment, treatment and referral as necessary);
∎ Assess the urgency and severity of presenting problems through history taking, examination and investigation.
∎ Recommending and, where appropriate, undertaking treatment options and carrying out/referring for appropriate interventions and procedures, including but not limited to prescribing, counselling, psychological interventions, advising and education.
∎ Referral for diagnostic, therapeutic and support services as required.
∎ PROVIDE TIMELY CLINICAL AND CULTURALLY APPROPRIATE HEALTH SERVICES THROUGH:
∎ Ongoing health and development assessment and advice.
∎ Appropriate evidence based screening, risk assessment and early detection of illness, disease and disability.
∎ Interventions to assist people to reduce or change risky and harmful lifestyle behavior.
∎ Family planning services, provision of contraceptive advice and sexual health services.
∎ Working with public health providers in the prevention and control of communicable diseases for individuals and families.
∎ COORDINATING CARE THROUGH:
∎ Developing collaborative working relationships with community health services, non-Government public health providers, and other agencies to help to address inter-sectoral issues affecting the health of their enrolled populations;
∎ Establishing links with a range of primary and secondary health care providers and developing initiatives to enable patient centric, coordinated care that meets the needs of individuals and families.
∎ Attend Camp level CiC meeting, sub-sector meeting, site management meeting and other district level meetings as required and represent organization.
∎ IMPROVE PATIENT HEALTH THROUGH:
∎ Health promotion to the practices' enrolled population, linking to public health programs at a national, regional and local level and utilizing such programs to target specific populations.
∎ Health education, counselling and information provision about how to improve health and prevent disease and interventions or treatments that treat risk factors.
∎ Clinical Notes: All patient consultations must be accurately recorded in the clinical patient notes within 24 hours of seeing the patient.
∎ HEALTH & SAFETY:
∎ Comply with established health and safety policies with regard to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment and substances.
∎ OTHER SERVICES AND RESPONSIBILITIES
∎ Design and deliver realistic and pragmatic health related interventions that will lead to positive health improvement outcomes of the beneficiaries.
∎ Develop strategies to achieve significant impact on health issues in the context of emergency response and recovery.
∎ Support in the M&E collection and interpretation for health specific indicators
∎ Compile, analyze and interpret health issues and statistical data through reviews and assessments.
∎ Facilitate trainings/information sharing session related to health and protection mainstreaming,
∎ Prepare communication materials that highlight the health & protection equality programming, successes and lessons learnt.
∎ Monitor, analyze and be up-to-date with health related topics at national and international level.
∎ Coordinate with CB colleagues to ensure key protection elements, standards and mandates are being considered and implemented throughout the project management cycle in the respective sector.
∎ Ensure linkages between the protection team and the respective sector.
∎ Contribute to the identification and reduction of vulnerabilities and/or exposure to threats, thereby creating a safer, more protective environment to the populations of concern.
∎ Perform any other duties/responsibilities as assigned by the Supervisor.
Additional Requirements:
∎ Age at most 45 years
∎ Maximum 45 years (as on 30.06.2019)
∎ Minimum of 4-6 years' experience as medical practitioner.
∎ Experience in working in emergency programs and especially in camp strongly preferred.
∎ Ability to work effectively under pressure in hardship situations and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
∎ Ability to work independently under minimal supervision
∎ Highly developed strategic planning skills with ability to contribute to program overall strategies.
∎ Substantial experience in designing, monitoring and evaluation of health and protection responsive projects.
∎ Experience in Protection Mainstreaming in an emergency situation a plus.
∎ High level of interpersonal skills and cultural sensitivity to effectively interact with refugees, local communities, partner staff, and policy makers;
∎ Ability to engage with local and international agencies.
∎ An influential communicator, with excellent written and verbal skills in English and Bangla (required). Speaking ability in Chittagong local dialect a plus.
∎ Computer: MS Word, Internet, e-mails, Excel.
Salary:
∎ Consolidated Salary range: 80,000-100,000/- BDT per month.
