Job Context:
∎ The Wildlife Conservation Society (WCS) has been actively engaged in conserving wildlife and wild places in Bangladesh since 2004. WCS supports the Government of Bangladesh in developing science-based community informed protected area management and threatened species protection plans, improving the effectiveness of law enforcement, and strengthening compliance with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). WCS`s extensive engagement with local stakeholders; our offices in Dhaka and Khulna; 26 experienced local staff; and an extensive network of citizen scientists, trained interns, community members and partner NGOs place us in an ideal position to help Bangladesh establish and effectively manage protected areas and conserve threatened wildlife species and critical habitats.
∎ The WCS Bangladesh Marine Conservation Program works to protect threatened marine megafauna and promote sustainable fisheries for a healthy ocean supporting healthy people. We do this through research, outreach, policy recommendations and capacity building in close collaboration with local communities, institutions and the Government of Bangladesh.
∎ This position will be offered for 12 months starting from September 1st 2021 with a probationary period of three months and an option for extending employment, as per performance and availability of funds.
Job Responsibilities:
∎ The WCS Bangladesh Marine Policy Coordinator works closely with the Senior Manager of the Marine Conservation Program to integrate research findings into marine conservation and policy recommendations for effective protection of threatened marine wildlife and sustainable fisheries.
∎ The Coordinator's key responsibilities include:
∎ Developing and promoting science-based, community informed recommendations for marine spatial plans (MSP) and marine potected area (MPA) management with government and community stakeholders.
∎ Developing and promoting science-based, community informed plans for establishing and managing new or expanded MPAs.
∎ Developing and promoting a science-based monitoring plan for an integrated network of protected areas based on the overlap between the occurrence of marine megafauna and conservation threats.
∎ Responding to requests from the Government to provide relevant information on policy revisions and marine fisheries management.
∎ Supporting the planning, implementation and evaluation of systematic sighting surveys for cetaceans, turtles, and fishing gears, investigate fishery catches and bycatches and systematic interviews with fishermen.
∎ Preparing, facilitating and summarizing consultations with local communities and the government on establishing conservation management in existing and proposed MPAs, including sustainable conservation financing plans, interagency enforcement and monitoring with community engagement,
∎ Maintaining regular communication with Government agencies and officers on MPA activities, recommendations and results.
∎ Coordinating the consultative proocess for finalizing a national 10-year strategy for the conservation management of sharks and rays in Bangladesh for Government endorsement,
∎ Supporting the development of technical trainings and Standard Operating Procedures for SMART patrols, shark and ray landing site data collection, and community-informed MPA monitoring.
∎ Supporting the Marine Conservation Program Manager with reporting requirements, proposals, administrative tasks, and public speaking engagements.
Additional Requirements:
∎ Candidates with previous experience in policy development and facilitating high-level consultations will be given preference.
∎ Excellent communication and facilitation skills in English and Bengali (written and spoken), strong analytical thinking, demonstrated leadership capacity, and previous experience in project coordination are essential.
∎ The WCS Bangladesh Marine Policy Coordinator will be based in Dhaka with intermittent periods in Khulna and field visits for conducting research, consultations, educational outreach and training programs.
