Education:
    • Bachelor of Medicine and Bachelor of Surgery(MBBS)
  • Bachelor of Medicine and Surgery (MBBS) with Post-graduate training in either MPH, Hospital Management, Business Administration, or Clinical Master’s Degree (Obs/Surg/Paeds/Med/Anesth) with relevant hospital management experience.

Skills Required:

Additional Requirements:
  • At least five years of relevant work experience in hospital management or hospital administration roles in a busy hospital setting.

  • Demonstratable history of overseeing an operating theatre, or CEMONC facility, is highly desirable.

  • Strong interpersonal skills and leadership capacity to manage diverse teams is highly desirable for this role.

  • Previous experience in operational and field experience in response for migrants, refugee and displaced persons is an added advantage.

  • Significant experience in infection prevention and control and working at isolation set-up.

  • Experience in working with UN and international health agencies will be an added value.

  • Languages:

  • Proficient in the English & Bangla language.

  • Ability to communicate in local Chittagonian language/Rohingya will be an added advantage.



Responsibilities & Context:

Job Responsibility:

  • Provide overall leadership, direction and supervision of all the hospital departments inclusive of the PHC, CEMONC, In-patient, Emergency, Lab, IDTC, Palliative, NCDs etc.

  • Develop, implement and monitor the hospital policies in accordance with global standards and compliance with relevant clinical guidelines and operational plans.

  • Responsible for ensuring that high quality standards are maintained by all staff members with clear supervision and achievements of goals as stipulated.

  • Maintain clear smooth flow of operations, and patient movements within the facility and reduce wait times, while addressing community complaints.

  • Guide implementation of infection prevention and control measures at health facility in line with WHO and IOM guidelines.

  • Review patient referrals and coordinate with ambulance and referral team for the provision of further tertiary care as may be required in line with IOM SOPs.

  • Ensure hotline is maintained with effective communication for receiving and referring patients.

  • Provide necessary coordination and support to patients and maintain records for referrals to and from the facility.

  • Monitor staff attendance and performance of staff in their respective duties by ensuring that hospital standards are maintained.

  • Maintain and review active-duty rosters for each department and ensure compliance to ensure quality and timely services are in place.

  • Provide guidance to staff on day-to-day tasks as required and actively review staff performance with corrective measures in place.

  • Supervisory role to staff, to ensure workplace standards are maintained, and that each staff is performing as per required standards.

  • Maintain professional workspace environment that is free from discrimination, harassment and sexual exploitation and abuse.

  • Resolve interpersonal conflicts among staff to maintain order and smooth workflow.

  • Work with clinical teams, supervisors and technical coordinators to ensure that hospital standards provided are of high quality.

  • Review of monthly performance of hospital indicators and provide clear guidance on improvements.

  • Plan and conduct routine supervision visits to the departments, conduct clinical audits and provide feedback for necessary improvement and adaptation.

  • Plan and conduct staff capacity building activities, including formal trainings, CMEs, and developing job aids

  • Oversee operation of isolation and treatment centers (ITC) being directly responsible for supervision of ITC staff and development, coordination and implementation of ITC operational plan.

  • Render supportive supervision and guidance to medical staff on clinical management of patients, including diagnosis, isolation, treatment, care and referral.

  • Capacity building of staff on hospital operations, infection prevention and control, case management and referral system through regular on-job trainings, CME and formal trainings.

  • Implement infection prevention and control measures at the hospital, including triage, patient flow, standard precautions, PPE and waste management in line with the guidance of WHO, IEDCR and IOM

  • Prepare daily and periodic reports and updates of hospital and support data management team for relevant data collection, analysis and reporting (e.g. EWARS, case report form). Compliance with all IOM and DHIS-2 requirements for reporting.

  • Maintain accountability to affected populations: Guide staff in health operation, including triage, patient flow, pharmacy, outpatient and inpatient management, laboratory, and patient rights and dignity and community feedback mechanism.

  • Support National health coordination in preparing weekly and daily situation reports and other periodic reports. Assist in epidemiological analysis and evaluation of program and interventions

  • Monitor and support implementation of quality assurance and quality improvement interventions.

  • Identify the logistic, infrastructure and operational needs of the hospital and communicate with senior management team accordingly. Coordinate with medical logistic team to ensure supply availability at hospital in line with the standard disease commodity package of WHO.

  • Review of medicines and supplies consumption patterns, anticipate needs, quantification and ensure adequate stocking of medical supplies in accordance to hospital needs and requirements.

  • Ensure that medicines and supplies are stored according to the required standards within the facility and temperature control is maintained in coordination with the pharmacists.

  • Represent the hospital as focal during external actors’ requests, visits by government agencies and donor visits.

  • Liaison with relevant Camp-in charges and UHFPOs as required for the smooth operations of the hospital and services provision.

  • Coordinate with community health work program for implementation of necessary preventive activities including risk communication and community engagement.

  • Perform other duties as may be assigned.



Job Other Benifits:
    • Monthly gross salary for this position is BDT 285,426.83
