Job Responsibilities:
∎ Under its ‘Empowering Communities for a Transparent and Accountable Bangladesh (ECTAB)’ project, ARTICLE19 will work with eight grass root-based CBOs/CSOs in eight districts of Bangladesh namely Satkhira, Bagerhat, Sirajganj, Joypurhat, Cox’s Bazar, Chottogram, Sylhet and Hobiganj. A Need assessment study will serve as a measure to understand the current capacity of grassroots and community-based organizations in these selected eights districts and the type of barriers they face and requirements of the organizations to fully thrive and take ownership on their own. As CBOs are an integral part of civic space and serve as an ally of activists and Human Rights Defenders (HRD)s while also advocate and lobby for Freedom of Expression, Freedom of Information, transparency and equality, how they access public information and use it to increase accountability is important. Therefore, the focus areas of this study will include but not limited to their use of RTI, access to information and capacity and understanding on how to incorporate that into their work. Additionally, the needs assessment study will also provide a better understanding of smaller grassroots and community-based organizations in the rural areas of the country.
∎ ARTICLE 19 identifies the following areas of support required for the duration of this assignment.
∎ A literature review on the current situation of utilization of RTI and access to information in Bangladesh, especially at the district and Upazilla level.
∎ Online/in person meetings with the selected eight CBOs.
∎ Developing relevant research tools (Survey/FGD/KII) on the following areas;
∎ Assessment of existing knowledge level of the selected CBO’s/CSOs on Right to Information (RTI) Act and relevant tools for accessing information using the RTI, utilization capacity of these tools, knowledge on human rights and protection of people’s right, knowledge on freedom of expression and others.
∎ Identification of barriers/challenges faced by the CBOs/CSO’s, especially the women led CSOs in utilizing RTI tools or accessing information.
∎ Identification of ways of overcoming the barriers and their skills and knowledge for achieving that.
∎ Data collection and detail analysis of the findings.
∎ Detail recommendations on the capacity gap.
∎ Capacity development plans for each CBO/CSO.
∎ Deliverables: The Consultant will be expected to provide;
∎ A clear and detailed work plan and timeline to complete the tasks.
∎ Draft report of the study (at least 2 drafts).
∎ Final Report of the study (both soft and hard version) with necessary annexes.
∎ Presentation of the study findings for ARTICLE 19 Dhaka and London office.
∎ Consent documents (as needed).
∎ Transcripts of all FGDs/KIIs.
∎ Photos taken during the study.
∎ ARTICLE 19 will provide the following support to the Consultant during the assignment period;
∎ Provide a list of selected CBOs/CSOs and the contact details to the consultant.
∎ Provide all relevant documents of the project to the consultant (as needed).
∎ Regular meetings with the project focal and providing feedback.

Additional Requirements:
∎ 10 to 12 years’ experience in research and analysis of relevant topics will be preferred. Having a comprehensive idea about the Bangladeshi media system including its socio-legal aspects will be considered as an advantage. Experience in participatory moderations/facilitations during group discussions, online meetings and workshops with simultaneous note taking is a must. Excellent Bangla and English writing skills. Must be a team player with ability to coordinate and prioritize the needs of the team.
∎ Provide a clear and detailed work plan and timeline for the assignment to the project focal.
∎ All analytical or research reports during consultancy duration, tools, documents, meeting summaries, audios and pictures including the consent papers collected during the data collection for the assignments must be collated with timesheet as deliverables.
