Job Context:
∎ Objective: Manage market development and linkage initiatives of the project related to RMG, Construction and Private Training industry.
∎ Period: Up to 31 March 2021
∎ Location: Dhaka with field visit to RMG factories, PTPs and corporate headquarters of partner organisations and other stakeholders of Sudokkho.
∎ Reports to: Team Leader, Sudokkho
Job Responsibilities:
∎ The IBT/BMD Lead will be responsible for managing various market development and linkage initiatives of the project related to RMG, Construction and private training market (PTPs, NTCSPs). She/He will ensure proper execution of all planned activities in the following areas, in line with the annual work plan and programme objectives.
∎
∎ Industry Based Training (IBT) systems:
∎ Oversight and quality control of on-going sourcing of partner RMG factories for the implementation of Industry-based Training (IBT) system.
∎ Approach and bring onboard potential partners for the replication of IBT system through light touch assistance from Sudokkho.
∎ Pilot "Supervisor & Mid-management Training" in partner RMG factories.
∎ Organize workshops, dissemination events with public and private stakeholders for disseminating Sudokkho's contribution to sustainable skills development in RMG, lessons learnt and way forward.
∎ Steer and manage international contractors (ITCSPs) assigned to implement IBT systems in partner factories. Ensure execution of current workplan through framework contracts and task orders.
∎ Linkage and Employment Model:
∎ Implement Sudokkho's Linkage and Employment Model involving Private Training Providers (PTP), Industries (RMG, Construction) and target beneficiaries.
∎ Facilitate existing partners PTPs (selected) to address various areas of improvement that have been identified so far through the implementation of linkage and employment model.
∎ Bring on-board new PTPs who are willing to adopt the linkage and employment model; and cater to clients within RMG and Construction industries.
∎ National Training Consultancy Service Provider (NTCSP) Program
∎ Steer and manage the implementation of "Batch 4" training of participating firms.
∎ Create linkages between NTCSPs (graduates) and potential clients (RMG factories, Brands). Assists NTCSPs in securing clients within the RMG industry for providing training consultancy services.
∎ Management of MoU and relationship with BGMEA: Coordinate with relevant units within the project and ensure proper execution of planned activities with BGMEA.
∎ Workplan and budget: Manage annual workplan and budget. Monitor to ensure budgeted spending and timely completion of planned activities.
∎ Reporting: Capture industry insights, lessons learnt from on-going implementation and pilot initiatives. Provide inputs to project reports (quarterly and annual), communication materials. Share insights with relevant stakeholders (Donors, Government, Private sector).
∎ Research and development: Remain aware of developments in RMG, Construction and Private Training sector. Support Sudokkho during impact assessment studies, development of case studies on systemic change attributable to project initiatives.
∎ Team management: Manage relevant Coordinators and Program Officers for the implementation of planned activities
∎ Field visits: As and when needed, daylong trips to Ashulia, Tongi, Gazipur, Maymensingh, Chittagong area) to RMG factories or corporate headquarters of partner organisations to oversee implementation of planned activities and follow-ups.
∎ Gender and social inclusion: Ensure that within the assigned duties and tasks the Sudokkho Gender and Social Inclusion Strategy is fully applied, and where relevant seek cooperation with the Sudokkho Gender and Social Inclusion Officer.
∎ Communications: Coordinate with Sudokkho Communications Advisor. As per the communication strategy, assist in sharing project's achievements and learning to different stakeholder groups. Formulate innovative and effective means to disseminate project learning and experience to the industry stakeholders, project partners, development community and the wider audience.
∎ Monitoring and results management: Participate in Sudokkho planning and monitoring meetings where relevant. Coordinate with MRM to capture data on key performance indicators.
∎ Other: Team Leader may assign additional tasks that may emerge during programme implementation.
Additional Requirements:
∎ At least 10 years of working experience (of which at least 7 years in the development sector)
∎ Familiar with the dynamics of the RMG and Construction industries in Bangladesh (i.e. how they are organised, how they operate and how the sectors employ people)
∎ Understanding of the skills development in respect to RMG and Construction industries in Bangladesh
∎ Familiar with Market Systems Development (MSD or M4P) approach
∎ Familiarity in working with monitoring and results measurement systems
∎ Proficient in MS Office (Particularly Word, Excel and PowerPoint)
∎ Excellent communication skills in English and Bangla
