Job Responsibilities:
∎ Implementation:
∎ Together with the Programme Manager, oversee vocational and life skills development activities of the project.
∎ Support the development of detailed implementation plans and indicator trackers on vocational and life skills activities.
∎ Design needs assessments and surveys aimed at informing programmatic deliverables in collaboration with the Programme Manager and MEAL Officer.
∎ Conduct market and needs assessments in order to identify business and income generating activities opportunities.
∎ Develop beneficiary selection criteria and finalize beneficiaries for vocational, life skills and entrepreneurship activities in consultation with the Programme Manager.
∎ Conduct Training Need Assessment for staff, volunteers, Rohingya refugees and host community beneficiaries.
∎ Prepare training modules on vocational and life skills, including the design of Information Education & Communication / Behavioral Communication Change materials and handouts for staff and other stakeholders.
∎ Organize and facilitate trainings, workshops, training of trainers, campaign and outreach activities for staff, volunteers and project beneficiaries.
∎ Support the development and implementation of business development initiatives for women, including the provision of livelihood grants and creation and monitoring of business plans.
∎ Update procurement plans on a regular basis and initiate procurement processes related to the project in coordination with the Procurement Team.
∎ Financial management (Approved by the Programme Manager in consultation with HoP):
∎ Regularly review the budget for vocational and entrepreneurship activities to ensure timely and adequate fund allocation and utilization.
∎ Execute procurement plans in consultation with DCA Procurement team.
∎ Request adequate advance to cover project costs with a prior approval from Programme Manager.
∎ Review all payment documents related to vocational and entrepreneurship activities.
∎ Monitoring & Reporting:
∎ Assist in developing the M&E plan and actively monitor progress to ensure timely project implementation.
∎ In co-operation with the MEAL officer, design assessments and implement data collection methodologies.
∎ Prepare programme status reports required for management, donors, the Deputy Commissioner office, and the Camp in Charge (CIC) office.
∎ Staff Supervision and Management:
∎ Supervise and provide guidance to Vocational and Life Skills Officer/Trainer and Entrepreneurship and Business Management Officer to reach objectives.
∎ Guide and facilitate staff capacity development in order to improve performance.
∎ Provide constructive feedback through regular supervision and via performance appraisals.
∎ Coordination:
∎ Contribute to DCA's relationship with national authorities (CIC and local government counterparts, UNO, Union Parishad Chairman and other line departments) through regular communication and coordination.
∎ Establish and maintain close links with Procurement, Logistics and Finance officers to ensure that Programme related procurement is carried out smoothly.
∎ Collaborate closely with the GBV Prevention and Response and the Emergency Education teams in the design and implementation of trainings and activities in order to ensure coherence in programme activities and that cross-cutting themes are considered throughout implementation.

Additional Requirements:
∎ Minimum of 5 years of relevant professional experience at International or National Non-Governmental Organisations or the United Nations Agencies implementing programmes focused on livelihoods, self-reliance, entrepreneurship development, business development, or economic recovery programmes.
∎ Demonstrated experience with business development, particularly in areas with low literacy rates.
∎ Experience in undertaking assessments in vocational skills, livelihoods and self-reliance.
∎ Strong operational and project management skills.
∎ Good report writing skills.
∎ Sound understanding of the local context, including both host and Rohingya communities.
∎ Working experience in /managing response to refugee crises is highly preferred.
∎ Experience in managing staff and working with other team members collaboratively to achieve results.
∎ Advance training on entrepreneurship development and business management is preferable.
∎ Strong interpersonal skills and ability to work under pressure with minimum supervision.
∎ Experience with community engagement and accountability.
∎ Knowledge of protection principles and minimum humanitarian standards.
∎ Strong verbal and written communication skills in Bengali and English required.
