∎ POSITION SUMMARY:
∎ The Team leader - Self Reliance will work closely with the Programme Manager - Food Security and Emergency Response. The Team leader is responsible for planning, developing and implementing strategies, projects and activities in the field of economic development and recovery in support of sustainable livelihoods, community rehabilitation and mobilization. This includes, but is not limited to, activities within the small-scale business recovery, staff, volunteer and right holder capacity building and institutional capacity building. Team leader will also build linkages with the other stakeholders.
∎ The Team leader is responsible for developing implementation methods, with emphasis on area-based approaches as well as individual household economy/ self-reliance.
Job Responsibilities:
∎ 1. Implementation:
∎ Develop and ensure Details Implementation Plan (DIP) and Output Matrix.
∎ In collaboration with line managers prepare integrated programme initiatives in selected geographical locations.
∎ In collaboration with MEAL officer design of needs assessments and surveys aimed at informing programmatic objectives and outputs.
∎ Develop guidelines and procedures for community-based needs assessments and project planning.
∎ Oversee and support the development of community-based networks and structures as the foundation for implementation of livelihood support and self-reliance activities.
∎ Train and support staff members and volunteer in community-based approach to projects and programming in a livelihood context.
∎ Train and support staff members and volunteer in the principles and concepts in the field of livelihood support and Cash for Work (CFW) activities.
∎ Training Need Assessment (TNA) for staff, Volunteers, Rohingya refugee and Host communities.
∎ Design & prepare training module/manual on self-reliance activities, vocational training, IEC/BCC materials and handouts for staff and different people.
∎ Organize and facilitate training, workshop, ToT, campaign & outreach activities for the staffs and different target people.
∎ Support to identify the enterprise development options, future aspects of the producers, and share objectives herewith for their business development.
∎ Support to select the logistics in production, hygiene and safety measurement and business expansion.
∎ Support in the development of innovative business of women sharing the scope of market and enterprise development.
∎ Support to select and finalise the beneficiaries list of livelihood and social cohesion interventions.
∎ Provide input and advice regarding livelihood and self-reliance programming to programme staff, government officials and other counterparts.
∎ Ensure the outputs of livelihood grant support under business plan development, the project plan is executed, and the target producers are in track according to their business plan developed.
∎ Set results and executing of the business development activities effectively and timely at your working area and support business and cooperative development of women producers.
∎ Develop strategic links with external agencies with aim of sharing skills; recognise and replicate best practices.
∎ Any other tasks as assigned by the Programme Manager - Food Security and Emergency Response.
∎ 2. Financial management:
∎ Review budget periodically to ensure timely and adequate fund allocation and utilization.
∎ Prepare purchase request form.
∎ Request adequate advance to cover project costs with a prior approval from Programme Manager.
∎ Prepare master roll and token.
∎ 3. Monitoring & Reporting:
∎ Assist in developing M&E plan; actively monitor and evaluate the progress of the implementation to ensure quality project implementation.
∎ In co-operation with Assessment, MEAL officer implements data collection methodologies and research related to livelihood programme interventions (Participatory Vulnerability and Capacity Assessments (PVCA), CAP, household survey, etc)
∎ Establish and maintain systems for monitoring and evaluating the result and impact of livelihood and self-reliance programme activities.
∎ Solve issues that were raised through DCA's complaint feedback mechanism in a timely manner, working with the relevant units.
∎ Collect data for post distribution monitoring (PDM).
∎ Performs spot checks of works.
∎ Ensure all workers operate according to DCA's Code of Conduct.
∎ Ensure monitoring of physical and financial progress, qualitative and quantitative monitoring and timely reporting maintaining standards and deadlines.
∎ Prepare programme status reports required for management, donors, DC office, CIC office and annual report.
∎ Contribute to reports and to the preparations of new proposals.
∎ 4. Staff Supervision and Management:
∎ Guide and facilitate staff capacity development and accomplish performance appraisal of supervisee.
∎ Ensure feedback and necessary guidance and supports based on progress made supervisees.
∎ 5. Coordination:
∎ Establish DCA's relationship with national authorities (DC, RRRC/CIC and local government counterparts UNO, UP Chairman and other line departments) maintaining regular contacts and visits.
∎ Establish and maintain close links with procurement, logistics and finance officers to ensure that Programme related procurement is carried out smoothly.
∎ Closely collaborate with GBV and education Coordinator to ensure self-reliance activities are integrated in DCA's other activities.
∎ Other responsibilities:
∎ Other tasks will be identified according to organizational needs. The job description is not prescriptive, but it outlines the core responsibilities and duties of the post. These can be subject to change over time in line with changed programmatic priorities. Any substantial changes in responsibilities and duties will be made in consultation with a staff member concerned, and in compliance with policies and procedures in effect in DCA.
Additional Requirements:
∎ Minimum Six (6) years of progressively responsible professional work experiences at INGO/NGO/UN levels in livelihood / self-reliance / entrepreneurship development/ business development/economic recovery programmes. Working in complex humanitarian and development program in NGO sector.
∎ Strong operational and project management skills.
∎ Sound understanding of the situation in local context, especially host and Rohingya community.
∎ Experience in undertaking assessments in livelihoods and self-reliance.
∎ Working experience in /managing response to refugee crises is highly preferred.
∎ Experience in managing staff and working with other team members collaboratively to achieve results.
∎ Advance training on entrepreneurship development and business management is preferable.
∎ Demonstration experience on Training cycle management.
∎ Strong interpersonal skills and ability to work under pressure with minimum supervision.
∎ Ability to Organize and facilitate training, workshop, ToT, campaign & outreach activities for the staffs and different target people.
∎ Demonstration experience on business plan development mostly with illiterate people.
∎ Experience of working in multi-cultural environments and demonstrated capacity for cultural sensitivity.
∎ Experience on community engagement and accountability.
∎ Knowledge of protection principles and minimum humanitarian standards.
∎ Strong verbal and written communication skills in Bengali and English required.
∎ Knowledge of Rohingya as well as host community.
∎ Additional Desired Qualifications:
∎ Strong computer skills, including internet navigation and office applications (MS Office); good knowledge in the use of Excel spreadsheets in necessary.
∎ Typing skills on Bangla and English
∎ Knowledge of MAGPI, KOBO software.
