Responsible for:

•  Work under the guidance of Sr. Director- SP & HCA to facilitate linkage with relevant government ministries and departments of the government for creating enabling environment for stronger government engagement and collaboration.

•  Coordinate with government agencies and facilitate stakeholder consultations at the national level and two district levels.

• Work closely with the Project Preparation Grant (PPG) phase team to establish implementation and executing arrangement with the Key Ministries and Government Departments.

• Support and facilitate three technical meetings/ workshops with relevant ministries, government departments and stakeholders to refine the proposed activities for the inclusion in the Project Document (Pro-doc) of the Enhancing Coastal Adaptation and Resilience in Bangladesh (CARB) project.

• Facilitating a national level consultation workshop and subsequent validation workshop involving diverse stakeholders.

• Prepare short brief on meeting, consultation, capturing key inputs and recommendations and share these with the Senior Director- SP & HCA to inform updates to Pro-Doc

• Support the development of partnership with government agencies, departments and financial institutions and private sector organization to address partnership requirements arising during the Pro-doc development stage.

Activities:

• Government coordination and partnership development.

• Stakeholder engagement in national level consultation workshop and validation workshop.

• Government stakeholder coordination and communication for organizing technical workshop with the relevant departments. 

• Facilitate process in setting executing arrangement of CARB project with the Ministry of Environment, Forest and Climate Change (MoEFCC), Bangladesh Forest Department (BFD) and Department of Environment (DoE) and other department if need arises.

• Support to implement activities undertaken during Project Preparation Grant (PPG) phase of GEF funded Enhancing Coastal Adaptation and Resilience in Bangladesh (CARB) project.

• Facilitate and ensure stakeholder engagement, Memorandum of Understanding (MoU) and Agreement following the request.

• Prepare short brief and share in regular basis.

Education & Qualifications:

• Master of Science (MS) in social sciences and any other relevant subjects

Required Experiences:

• Experiences in government level coordination and collaboration.

• Proven experiences in engaging Government agencies, local government institutions, non-government organization and private sectors stakeholders in the preparation of donor supported projects.

• Experiences in supporting the development of Government policies, strategies and frameworks.

• Preference will be given to candidates with experience in Bangladesh Civil Services and with relevant government ministries, secretariates or departments

Skills & Competencies:

• Had connections with GEF and other major donor-funded project design and input support.

• Reviewing report and document as well as provide high quality inputs.

• Had patience in preparing short reports using computers, laptops, and electronic communication

• Email communication; proficient in Microsoft Office suite (Excel, Word, PowerPoint) and procurement software.
