Job Context:
∎ POSITION PROFILE: The Protection and Advocacy Coordinator is part of the Programme Development and Quality team. S/He has the overall technical responsibility for the DRC Bangladesh protection and advocacy work including leading on strategies, capacity building, quality checks and programme development. S/he will work closely with project managers, other coordinators and the programme manager to provide integrated programming support which is both evidence based and quality assured. The role provides technical guidance, quality monitoring and support to the DRC Protection Case Management, Protection Monitoring, Community-Based Protection, Gender-based Violence and Child Protection programmes. S/he will be responsible for coordinating with internal teams, including camp management, shelter and infrastructure, livelihoods, grants and MEAL; as well as external communication including the Inter Sectoral Coordination Groups (ISCG), sector technical and advocacy working groups, donors and relevant UN agencies.

Job Responsibilities:
∎ Programming and Coordination?:
∎ Ensure programme quality in protection programming and provide technical guidance/support for timely protection deliverables, including ensuring quality monitoring, donor reporting, advocacy, policy notes and other protection reports
∎ Provide oversight of technical aspects of protection staff's work in ensuring quality implementation of protection activities at field and data level
∎ Develop protection and advocacy strategy in consultation with HOP and other team members
∎ Identify gaps and opportunities for protection programming; lead on sector proposal development and writing
∎ Develop strong collaborative approaches with all sector coordinators and managers to ensure that integrated, optimal evidence based, relevant and agile programming is responsive to the needs of the beneficiaries
∎ Lead on the development, review, and inclusion of standards and guidance including KPIs related to gender, diversity, and inclusion as well as gender mainstreaming tools
∎ Strengthen protection data collection and management system, working closely with IM and MEAL ensuring all activities are appropriately monitored, evaluated and lessons shared
∎ Act as the DRC Bangladesh focal point for PSEA, providing training and awareness raising, and be an active member of the PSEA network
∎ Identify and assess potential local partners to work with in protection activities
∎ Representation and advocacy:
∎ Attend national-level and donor protection meetings; respond to requests for information from protection clusters, advocate and guide advocacy messaging on protection issues
∎ Maintain up-to-date knowledge of protection issues and share this information with donors, coordination meetings, all teams and senior management as appropriate
∎ Lead in the development, implementation and monitoring of DRC's advocacy priorities
∎ Provide high-quality analysis and lead the production of relevant and high-quality analytical reports and policy/advocacy products
∎ Training and capacity building?:
∎ Identify training gaps among protection staff
∎ Organise and facilitate capacity-building plans for protection staff based on identified needs, including project management
∎ Provide trainings and updates to staff members on protection, mainstreaming and PSEA
∎ Accountability?:
∎ Ensure that DRC's protection programming meets accountability obligations and is carried out in accordance with the Common Humanitarian Standards and Quality Management

Additional Requirements:
∎ Minimum of 5 years' international experience in an integrated protection programme, covering programme management, technical advisory and capacity building skills in a refugee/host setting
∎ Sound knowledge of related international standards and frameworks
∎ Demonstrated experience of strategic programming, planning, monitoring and evaluation
∎ Excellent communication, coordination and interpersonal skills, and demonstrated ability to establish effective and working relations with all stakeholders
∎ Ability to influence and liaise effectively, with successful track record in initiating, cultivating and securing support from donors, partners and authorities
∎ Demonstrated ability to improve programme quality through provision of technical advice
∎ Demonstrated ability to work creatively, innovatively, on time and effectively with limited direct supervision
∎ Proven experience of resource mobilisation/business development
∎ Experience in integrated protection and livelihood programming is desirable
∎ Commitment to DRC's overall aims and policies and experience of promoting gender equity and ensuring vulnerable people's needs are met
∎ Languages: (indicate fluency level):
∎ Fluency in written and spoken English
∎ Bangla desirable
