Job Context:

∎ Starting date: 01 December 2019
∎ Contract duration: 13 months; Up to 31 December 2020
∎ Contract type :Full time
∎ Reports to: Program Manager-WASH & DRR
∎ Coordinates with: Program Managers, Officers, Coordinators and Partners.
∎ Direct line manager of : SHELTER and Settlement team in the field

Job Responsibilities:
∎ Program Management:
∎ The PM will be responsible for assessments, project management, implementations and reports preparations;
∎ The PM will ensure that the assigned project met the objectives and are completed within allotted time frame, budget and set quality;
∎ Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data;
∎ Manage and control partners implementation at field level;
∎ Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges and areas in need of improvement including operational data;
∎ Ensure constant communication with project staff and partners to identify potential problems, formulate recommendations and solutions and report;
∎ Ensure community participation in the activities and lead and develop report of Post Distribution Monitoring;
∎ Capacity Strengthening:
∎ Provide on job training, mentorship and guidance to project staff and partners, to ensure best practice, Sphere standards and prioritizes the accountability to affected population;
∎ Share ideas for the expansion of HEKS/EPER program in Cox's Bazar and contribute to develop country level humanitarian strategies.
∎ Coordination and Advocacy:
∎ Participate in Cluster meetings, Operational Working Group meetings, and other coordination meetings led by relevant agencies at field level;
∎ Ensure robust and efficient coordination with other sectors agencies at field level;
∎ Ensure a steady and active representation of HEKS/EPER at cluster level as well in all the other, significant meetings (i.e. coordination among HEKS/EPER partners).
∎ Safety and Security:
∎ Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information;
∎ Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities;
∎ Provide timely incident report to the line manager as needed.
∎ Financial Management:
∎ Manage budget for the assigned project and ensure all expenses are according to budget and meet HEKS/EPER standards regarding financial management, including accountability and good governance.
∎ Logistics:
∎ Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Additional Requirements:
∎ At least 10 years of humanitarian response program management experience;
∎ Good knowledge of security management in humanitarian contexts;
∎ Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level;
∎ Budget management and excellent computer skills.
∎ Fluent English skills (written and spoken).
∎ Willingness to accept frequent field missions;
∎ Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders;
∎ Strong attitude to take initiative, work autonomously and achieve results effectively;
∎ Flexibility and Stress-management;
∎ Respect of HEKS/EPER mission and values.
