Position Overview:
The Multipurpose Community Volunteers Supervisor (MCVS) is responsible for leading, guiding, and supporting a team of Multipurpose Community Volunteers (MCVs) to ensure the effective implementation of community engagement, Social and Behaviour Change (SBC), and Digital Complaint and Feedback Redressal Mechanism (CFRM)interventions. Within the Rohingya response in Cox’s Bazar, the MCVS supervises approximately 25 volunteers and ensures high-quality outreach through household visits, community sessions, and referral services across Health, Nutrition, WASH, Education, and Child Protection sectors. The role ensures strong integration of community-based primary healthcare services, including maternal, newborn, and child health (MNCH), routine immunization (EPI), disease surveillance, and referral linkages to health facilities. The MCVS contributes to improved community awareness, increased service uptake, and positive behavioural outcomes, particularly among women and children, while strengthKey Responsibilities:
1. Supervision, Coordination, and Capacity Building:
Provide effective supervision, technical guidance, and performance management to MCVs.
Develop and monitor weekly and monthly work plans aligned with programme objectives.
Lead the development and implementation of nutrition mobilization plans to ensure sustained improvements in nutritional outcomes.
Ensure accurate and up-to-date beneficiary databases (under-five children, PLW, adolescent girls).
Conduct regular field visits for quality assurance, coaching, and mentoring.
Coordinate with Integrated Nutrition Facilities (OTP, TSFP, BSFP) to ensure strong referral systems, including defaulter tracing.
Identify capacity gaps and organize on-the-job training and refresher sessions.
Ensure accountability and achievement of programme targets.
Strengthen MCV capacity on MNCH, EPI, danger sign identification, referral protocols, and community-based surveillance.
2. Nutrition Programme Implementation and Quality Assurance:
Ensure effective linkage of target groups (under-five children, PLW, adolescent girls) with health and nutrition services.
Supervise community-based nutrition screening (MUAC, oedema) and ensure proper referral of SAM and MAM cases following CMAM protocols.
Oversee delivery of Infant and Young Child Feeding (IYCF) counselling, including exclusive breastfeeding and complementary feeding practices.
Establish and support Mother-to-Mother Support Groups (MtMSGs) and adolescent groups for peer-based learning.
Support implementation of MIYCN programmes through structured home visits and follow-ups.
Coordinate community mobilization for BSFP and TSFP to ensure full coverage of eligible beneficiaries.
Oversee distribution of Multiple Micronutrient Supplements (MMS) and ensure proper documentation.
Maintain quality standards in anthropometric measurements through supervision and spot checks.
Contribute to assessments, surveys (e.g., SMART), and programme evaluations.
Ensure high-quality Interpersonal Communication (IPC) and community engagement activities.
Promote inclusive and equitable access for vulnerable populations.
Ensure compliance with organizational standards, safeguarding policies, and quality benchmarks.
3. Health-related SBC interventions:
Promotion of ANC, PNC, and institutional delivery
Routine immunization and defaulter tracking
Essential newborn care and Kangaroo Mother Care (KMC)
Early care-seeking for childhood illnesses and danger signs
4. Accountability to Affected Populations (AAP) and Digital CFRM:
Orient MCVs on complaint and feedback mechanisms and promote community awareness of Digital CFRM systems.
Ensure effective community access to feedback and complaint channels.
Monitor and analyze feedback trends to inform programme improvements.
Escalate sensitive issues through appropriate reporting channels in a timely manner.
Promote transparency, confidentiality, and safe reporting practices.
5. Monitoring, Reporting, and Knowledge Management:
Develop and implement monitoring and supervision plans.
Conduct regular field visits and facilitate debriefing sessions.
Review and consolidate MCV reports ensuring accuracy and completeness.
Ensure timely submission of high-quality reports aligned with organizational and donor requirements.
Maintain updated programme databases.
