Job Context:
∎ Contract period: 31st December 2020 (with the possibility of extension subject to funding)
∎ Line Manager: Head of Support Services

∎ Overall purposes of the role:
∎ Overall responsible for the smooth running and operational delivery of the Procurement & Logistics departments across the country offices.
∎ Ensure strong collaboration between Procurement & Logistics team, and the respective finance- and Programme teams (in accordance with existing DCA policies and procedures).
∎ Responsible for coordination and collaboration with relevant Government ministries, departments and representatives at National, District, Upazilla, Union, and Camp level. Strong communication on developments to the Country Director, Head of Support Services and Head of Programmes.
∎ Responsible for ensuring DCA`s work is in compliance with the regulations of the Government of Bangladesh, in particular related to different ministries, the NGO Affairs Bureau, the RRRC, the District Office and the UNO.
∎ Security focal point and responsible for liaison on security matters.

Job Responsibilities:
∎ Lead and manage Procurement & Logistics team and take on the overall coordination of all admin, security and Liaison functions for the country office to ensure timely delivery in line with all relevant DCA internal procedures and external requirements.
∎ Provide technical support and capacity building to Procurement & Logistics team, this includes a staff development plan, performance management, probationary assessments, and mentoring if needed.
∎ Overall responsible for coordinating the submission and closing of all documents required by relevant government officials for NGO operation in Bangladesh. This includes all NGOAB documentation, Programme documentation, RRRC, UNO, and DC coordination.
∎ Ensure comprehensive support for International Staff and visitors, including, all the correct local permissions are obtained for their access to the camps and registration with relevant Government Departments, and processing of visas.
∎ Establish strong relationships with the local level administrative offices and ensure all procedures are followed by Programme and finance staff; DC, UNO, RRRC, and CiC
∎ Participate in different coordination meetings organized at Upazila level (in close coordination with Programme team).
∎ Facilitate information gathering and then compile the data for the Annual Project Activity Report, Annual Report, Project Brief, etc. for submission to the NGO Affairs Bureau. Ensure submission meets NGOAB prescribed deadlines.
∎ Ensure registration certificates of DCA are up to date
∎ Review administrative procedures to ensure the Admin team is functioning in a cost efficient and timely manner; advise Head of Support Services on administrative related concerns.
∎ Act as a Security Focal Point (SFP) of DCA Bangladesh participate in the different coordination meeting, disseminate security message to the DCA Bangladesh Staff and follow the DCA Global Minimum Security Standards Plan.
∎ Contribute to updating the security manual and ensure staff are trained on safety and security matters. In case of security incidences, liaise with local authorities.
∎ Review procurement related documentation and ensure all policies are being followed in a compliant and timely manner. Ensure Procurement plans are being followed, or adapted when not followed. Partake in procurement committee meetings.
∎ Act as a representative of DCA in external meetings and undertake other related duties as may reasonably be assigned by the Country Director or the line manager (Head of Support Services).

Additional Requirements:
∎ Required experience, skills and qualification:
∎ Minimum 5 years of working experience in Operation sector with 3 years of team management experience;
∎ Strong track record for managing and capacity building teams and coordinating organisation-wide processes;
∎ At least have 1 year working experience in emergency response programme and 3 years in development programme in Bangladesh;
∎ Experience with management of staff safety and security;
∎ At least 2 years progressively responsible work experience in a Government relation and/or Administrative function with Government and external liaison in particular the NGO Affairs Bureau, National Board of Revenue. Working within government system will be an added advantage;
∎ Good knowledge of legal requirements of Government of Bangladesh for operation of International organizations and understanding of development within Bangladesh;
∎ Suitable candidate expected to have a B/MBA in HRM and LLB from a reputed University in Bangladesh.
