Job Context:
∎ Overall Job Purpose:
∎ The Head, Workplace Programs & IR is a part of the top Leadership team of the RSC, reporting to the MD. The role is based in Dhaka.
∎ The role is responsible for leading Safety training, Occupational Safety and Health Complaints Mechanism (OSHCM) as well as Industrial Relations (IR), in line with the company policies and strategic plans for the RSC to become a world class platform for workplace safety. The role creates and drives the implementation of the strategic plans, oversees execution of the day-to-day operations of the two departments, establishes best practices and ensuring regular reporting, governance and data management.

Job Responsibilities:
∎ 1 Strategic Planning and Budgeting:
∎ Create overall strategic plan for Workplace Programs, covering both Safety Training and OSHCM
∎ Consider international developments on sustainable supply chains and due diligence, including planning for the extension of OSHCM to all labor and human rights related grievances
∎ Cascade the strategic plan to both the departments and ensure alignment
∎ Finalize the budgets for the departments in accordance with overall funding availability
∎ 2 Governance of OSHCM complaints:
∎ Provide overall governance and supervision framework for managing and handling complaints
∎ Review investigations of complaints, as required, in support of the Head of Complaints
∎ Review/make decisions on complaints, as required, in support of the Head of Complaints
∎ Review escalation decisions arising from non-compliance with OSHCM
∎ Regularly review closure/ resolution of complaints being handled by the OSHCM team
∎ Ensure that SOPs are kept up to date with changes to procedures and processes on a regular basis
∎ Review adherence and compliance with the SOPs
∎ Provide direction in strengthening the systems and processes of OSHCM, including management information systems, where necessary
∎ 3 Governance of Safety Training:
∎ Review overall training strategy to ensure relevance
∎ Conduct periodic reviews of the execution of the training programs, feedback collected and impact
∎ Connect with key stakeholders at factories to seek inputs/ feedback on how to make training programs more effective and impactful
∎ 4 Stakeholder Engagement and Industrial Relations Management:
∎ Connect periodically with internal as well as external stakeholders to provide updates on the activities and impact of workplace programs
∎ Build understanding among all internal three RSC stakeholders that workplace programs form part of due diligence and strengthen stakeholder engagement in workplace programs
∎ Provide guidance on improving industrial relations
∎ Ensure availability of updated data on department level metrics/ performance and provide regular updates to key stakeholders
∎ 5 Team Management:
∎ Identify departmental staff training and professional development needs
∎ Ensure development and delivery of training programmes and continued departmental staff support
∎ Develop and manage team members' performance and drive overall productivity and efficiency

Additional Requirements:
∎ At least 20+ years of demonstrated experience in safety and health or compliance related issues, or relevant legal/complaint handling experience and experience of working in the RMG sector.
∎ Key Skills:
∎ A strong personal commitment to the goals of the RSC
∎ Excellent written and spoken English
∎ Knowledge of occupational safety and health/social compliance in the RMG sector
∎ Knowledge of the Bangladesh Labour Act
∎ Experience of working with a tripartite/multi-stakeholder organisation
∎ Ability to engage effectively with all constituents of the RSC
∎ Proven experience in industrial relations, including social dialogue
∎ In-depth knowledge of due diligence and its application in the RMG sector
∎ Strong understanding of international developments on sustainable supply chains and due diligence
∎ Strong communication skills and the ability to convey complex messages to a diverse range of audiences
∎ Experience of managing a team
∎ Ability to foster integration and teamwork
∎ Effective time management skills, including proven ability to prioritise and meet deadlines
∎ Advanced computer literacy, including management information systems/spreadsheets
