Job Context:
∎ POSITION PROFILE
∎ The position is mainly responsible to establish and maintain strategic relationship and represent DRC in different government institutions and departments including NGO Affairs Bureau (NGOAB), relevant Line Ministries, Bangladesh Bank (BB), National Board of Revenue (NBR) etc. The post holder will also be responsible for ensuring statutory compliance relevant to NGOAB, BB, NBR etc. S/He will take the lead in the FD application processes with close collaboration with the Cox`s Bazar programme and operations team. In addition, s/he will be expected to take the lead on processing visas/work permits and TIN of expatriate staff and visitors as necessary. The post holder will be based in Cox`s Bazar and expected to travel to Dhaka frequently.

Job Responsibilities:
∎ Government Liaison (20%):
∎ Map out, and establish strategic relationship with relevant ministries, departments at Dhaka level (e.g. NGOAB, BB, NBR etc).
∎ Network with I/NGOs, UN representatives in coordination with Country Director and ensure that DRC is fully aligned with relevant GoB rules, regulations for I/NGOs.
∎ Coordinate closely with Cox's Bazar-level Liaison Coordinator to ensure strategic and aligned approach and communication to government stakeholders.
∎ Act as the focal person for GoB compliances. Lead the process of all government affairs and ensure all GoB compliance relevant for INGOs are met by the organization specially related to NGOAB, immigration, NBR, national security.
∎ Be informed on priority areas and needs from the government for the Rohingya response as well as general regulations governing INGO operations in Bangladesh. Keep informed on the changes in GoB compliance for INGOs and provide regular updates to senior management with necessary advice and recommendations.
∎ Act as the focal point for managing all Dhaka enquiries from various GoB offices, ensuring timely support to DRC's operations. In coordination with the line manager, attend various relevant external meetings in Dhaka.
∎ Anticipate potential risks in relation to DRC complying with GoB rules and regulations for INGOs, immediately inform senior management and lead/support to manage those risks.
∎ FD Application Process (50%):
∎ Lead independently the process of each FD application's preparation, drafting, submission, query-handling, revision, and reporting; regularly follow up with NGOAB as well as other relevant government agencies to seek timely approvals as necessary.
∎ Ensure that DRC always has FD/NGOAB related approvals in place at all times.
∎ Take the lead on the FD project closure formalities including yearly fund release approvals, audit acceptance letter etc.
∎ Ensure all existing, newly approved as well as pipeline grants/projects are included in the relevant FD applications. Ensure record keeping of all FD and other legal documents both in soft and hard copies.
∎ Proactively coordinate and communicate with programme and operations team for approvals, any issues and follow-up concerning FD application and reporting.
∎ Provide training to the relevant staff on the rules and regulations of NGO Affairs Bureau.
∎ Visa/Work permit (20%):
∎ Take the lead in processing visa and work permit applications for international staffs and visitors following all requirements in a timely and efficient manner. Ensure all required documentation is in place including up to date tracking sheet of visa, work permit and revise on regular basis; actively and dedicatedly communicate with concerned staff and senior managers on the visa, work permit and camp permit renewals.
∎ Remain updated on the changes in Bangladesh visa and work permit related information and provide updates to senior management regularly with necessary advice and recommendations.
∎ Act as focal point to receive queries from the Ministry/SB office in relation to visa/work permit and accordingly coordinate with Safety Coordinator.
∎ Others (10%):
∎ Work closely with relevant consultants engaged by DRC at Dhaka level to ensure compliance to various rules and regulations associated with the role. This includes but not limited to tax consultant for NBR matters.
∎ Other tasks as assigned by supervisor.

Additional Requirements:
∎ A minimum of 3 to 5 years' relevant experience working with I/NGOs with demonstrated experience in similar role preferably with NGO.
∎ Demonstrated knowledge on legal compliances set by NGO Affairs Bureau, Bangladesh Bank, NBR etc.
∎ Excellent understanding about GoB structure (national, district, UPZ, union and Rohingya camp) relevant to operation of NGOs/INGOs in Bangladesh.
∎ Demonstrated experience of preparing and managing FD applications throughout the project cycle (start up, implementation and closure).
∎ Excellent understanding and proven experience of working on visa/work permits of international staffs & visitors.
∎ Strong interpersonal, coordination, diplomacy, and networking skills.
∎ Skills in communications, management, presentation, and negotiation.
∎ LANGUAGES
∎ English (Fluent in writing and speaking).
∎ Bengali (Fluent in writing and speaking).
