Job Context:
∎ This is a newly opened position where the incumbent is expected to oversee entire technical operations and management of the recently undertaken ship building projects under the Sector, including but not limited to the drawing, design, engineering, electrical, mechanical, financial and administrative aspects of the project divisions. He will also need to ensure compliance of all safety, security, environmental, etc. aspects of the project and if needed, develop, prepare and apply compliance with guidelines for such measures, based on national and international standards of application, both at the shipbuilding site and on board.
∎ The person will develop project schedules, review proposed changes, develop technical solutions, and correctly estimate the time and effort level (hours and material) associated with the new project and the changes thereof. The General Manager / Project Engineer will generate high level estimates of effort and project duration, and develop progressively higher levels of detail prior authorization and execution. After details of the project is authorized for implementation, the incumbent will be responsible for ensuring tasks are resident in the Project`s integrated schedule, will regularly produce reports to status implementation, and drive projects to successful completion.
∎ The General Manager / Project Engineer will define the resources required and develop an execution plan for any given requirement assigned to the specific project and the time constraints required to execute. They are also required to provide regular status on their assigned project and the specific actions or commitments of the workforce required to execute them.

Job Responsibilities:
∎ Develop specific, task-based plans to execute the project with clearly established Estimated Completion Dates (ECDs) for each task. Ensure project plans are incorporated into the Project's integrated schedule.
∎ Develop engineering estimates, durations and budgets (hours and material) for a given task or project.
∎ Act as engineering representative in preparation of responses to commercial or government requirement(s).
∎ Liaise and co-ordinate with Builder of the Project (BTSBL) about delays and complications to project plan execution, proposing potential solutions in order to recover schedule and budget.
∎ Attend and potentially lead "as required" meetings to generate resolution of obstacles to assigned or related tasks within the project. Participants of these meetings involve a diverse field of participants across a range of shipyard functions such as Program Management, Production, Project Engineering and individual engineers. Meetings may also include participation by other internal and external engineering and commercial customers/vendors.
∎ Attend or lead "as required" meetings which are established and supported with internal engineering and external customers and stakeholders to provide status and assist in assigned project completion.
∎ Supervise assigned (matrixed) engineering resources responsible for project completion.
∎ Carries out responsibilities of a Project Engineer in accordance with the Company's policies, procedures, and applicable laws.
∎ Responsibilities include interviewing, hiring, and training employees/contractors; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees/contractors; addressing complaints and resolving problems.
∎ Responsible for planning and organizing the project as a technical expert and provide technical advisory service to Management.
∎ Responsible for overseeing all safety, regulatory and certification related tasks for the new building project.
∎ Responsible for ensuring that the required quality of engineering outputs are maintained.
∎ Responsible for major and/or periodic design / plan reviews and signing off the design / plans as meeting all safety and regulatory requirements.
∎ Responsible for approving all safety, regulatory and certification related matters related to the engineering baseline.
∎ Responsible for approving and implementing process and procedures to support the Builder's scope of work.
∎ Work as a team leader to support in resolving technical and non-technical issues and bring the project to a successful completion.
∎ Any other duties may be assigned as and when required.

Additional Requirements:
∎ Age 34 to 50 years
∎ Only males are allowed to apply
∎ Minimum 7 years of experience in a Marine Engineering environment at a senior level position whereas at least 5 years of directly applicable Project Engineering or Project Management experience.
∎ Personal competencies should include strong time management, complex problem solving, and dispute resolution skills. Additionally, the ability to professionally and formally (via written correspondence) communicate is a prime skill.
∎ Must have the drive and discipline to monitor, maintain and enforce existing department policies and procedures, as well as develop said procedures as they are required to support new contract project requirements.
∎ Strong Microsoft Office Suites computer skills. Experience in working with a 3D model in a ship design / project management environment.
∎ Must have the ability to maintain a professional demeanor, particularly in time critical or resource challenged scenarios.
∎ Experience in the shipbuilding industry will be considered essential.
∎ Accustomed to working in a fast-paced environment with multiple conflicting priorities.
∎ Experience in planning and implementing projects with groups of up to 300 people or incrementally more is desired.
∎ Familiarity with the engineering and design process of marine vessels is desired.
∎ Familiarity with typical regulatory body requirements associated with the shipbuilding industry is desired.
∎ Must have effective written and verbal communication skills.
∎ Must have ability to maintain confidentiality.
