Experience:
Bachelor’s or Master’s degree in Accounting, Finance, or Business Administration (Major in Finance/Accounting). Completion of CA-Articleship or partial professional qualification (e.g., ACCA, CMA, Knowledge Level) is highly preferred
3 to 5 years of progressive financial management or accounting experience within the national NGO
Key Skills:
Strong knowledge of accounting principles, ERP/accounting software, and MS Excel.
Good understanding of Bangladesh Tax, VAT, labor laws, and NGO financial regulations.
Excellent attention to detail in identifying accounting and compliance issues.
High integrity in handling confidential financial and personnel information.
Strong communication and coordination skills with program and field teams.

The Finance Officer is a dedicated project position responsible for day-to-day financial record keeping, payment processing, budget monitoring, and logistical verification for the national MiracleFeet-supported clubfoot program in Bangladesh. Reporting directly to the Deputy Director of Finance, the Finance Officer ensures that all financial transactions across the core SARPV centers and the wider partner clinic networks comply fully with organizational policies, national regulatory laws (NBR, TAX, VAT), and MiracleFeet donor requirements.
This role acts as a vital operational hub—safeguarding financial data, checking bills and vouchers from field sites, maintaining accurate accounting ledgers, and supporting the preparation of timely financial reporting packages and audits.
Main Duties & Responsibilities:
Daily Financial Accounting & Transaction Management
Record Keeping: Maintain accurate, complete, up-to-date, and well-coded daily financial records, cashbooks, bankbooks and check registers dedicated to the project.
Voucher Checking: Execute rigorous checking of all bills, receipts, and vouchers generated by both the head office and field clinics to verify the correctness of accounting records and project payments.
Banking Operations: Handle day-to-day banking facilities, process project payments, perform routine bank reconciliations, and maintain functional communication with local commercial banks.
Cash & Float Control: Ensure strict cash management, supervise daily cash counts, and track organizational float levels following internal guidelines.
Grant Budget Monitoring & Reporting Tracker
Budget Tracking: Regularly track expenditures against the approved annual MiracleFeet project budget to flag variances or burn-rate concerns.
Financial Tracking Sheet: Update and maintain the monthly Financial Reporting Tracking Sheet to ensure field data and financial reports are consolidated systematically.
Financial Statement Preparation: Assist in producing accurate quarterly and annual project financial statements, accounts payable/receivable summaries, expense analyses, and project estimates.
Donor Report Compilation: Timely collect, compile, and cross-check the financial portions of donor reports across the respective project clinics before routing them to senior management for final approval.
Payroll, Procurement & Logistic Reviews
Payroll Processing: Assist in preparing and verifying journal entries for project staff payroll, analyzing payroll accounts, and managing systematic procedures for related payroll tasks.
Timesheet Tracking: Maintain and archive the accumulated time sheet summaries and attendance allocations for project-funded personnel.
Supply Chain & Vehicle Review: Conduct the primary financial review of all procurement documentation, bidding metrics, logistics files, and vehicle/transportation logs to ensure strict policy compliance before disbursements are made.
Audit Support & Statutory NBR Compliance
Audit Preparation: Assist the central finance team and the Deputy Director of Finance in organizing books of accounts, files, and vouchers for the annual independent external audit.
Tax & VAT Execution: Timely calculate and ensure the proper deduction and deposition of source taxes (AIT) and VAT in accordance with National Board of Revenue (NBR) legal requirements.
Data Protection & Archiving: Adopt and strictly follow the organization`s financial data protection policies regarding secure digital backup and physical record keeping of sensitive field transaction logs.
Partner management
Partners Financial Lead: Lead, mentor and provide strategic financial direction to all project partners.
Partner Orientation: Deliver orientations and practical coaching to project staff, clinic personnel and procurement committees regarding cash handling, internal control mechanisms and donor compliance guidelines.
Service Agreements Verification: Assist in monitoring financial clauses and budget ceilings embedded in formal service agreements with network implementing partners and participating clinics.
