Job Responsibilities:
∎ Financial administration:
∎ Prepare monthly payrolls for Bangladesh project staff and records; balance year-to-date payrolls; verify time sheets and arrange for payment
∎ Prepare, process, record and file purchase orders, invoices, cheque requests and contract payments. Ensure purchase orders, receiving and invoices are matched
∎ Responsible for processing and maintenance of encumbrances (fee for service contracts, lease agreements, etc.)
∎ Make journal entries, prepare disbursement vouchers, maintain petty cash accounts, and record accounts payable and receivable
∎ Follow-up on receivables and secure proper payment
∎ Process supplier payments:
∎ Collect and check bill against purchase order/ purchase requisition
∎ Prepare payment form and complete approval process
∎ Process payment at bank, or to vendor by cash
∎ Book payments, ensuring timeliness and accuracy of codes
∎ Maintain petty cash balance for approved payment list
∎ Support staff expense claims processing:
∎ Receive and follow-up on liquidations against cash advances
∎ Check to ensure correctness of codes, exchange rate, and per diem
∎ Process payment at bank as necessary
∎ Book transaction
∎ Notify staff of amount settled
∎ Update staffs cash advance balance of the month
∎ Update cash reconciliation and report cash count
∎ Filing: Ensure documents are with proper codes and file according to code and, in a supplementary system, according to project
∎ Audit and year-end financial statements: Prepare supplementary documents for audit; assist on-site auditors
∎ Liaise with the bank
∎ Budget Monitoring:
∎ Monitor incomes and expenditures against approved budgets
∎ Prepare monthly financial reports
∎ Prepare financial reports for submission to the donors
∎ Ensure proper documentation to support financial reports
∎ Prepare financial statements to comply with financial reporting obligations to donors
∎ Performance Evaluation and Reporting:
∎ Conduct annual performance evaluation, and report results to RIMES Program Unit
∎ Comply with government returns, as necessary
∎ Coordinate with auditors for external audits
∎ Any other relevant tasks assigned by the immediate supervisor
Additional Requirements:
∎ Experience in accounting, cash management, financial performance evaluation and reporting. Attention to detail, excellent inter-personal skills, ability to work effectively in a multi-tasking and multi-cultural environment, ability to stay calm in stressful situations, a proactive and creative problem-solver, patience, and good humor

RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009.
