Job Responsibilities:
∎ The Field Office Manager is the team leader who coordinates programmatic implementation of activities at field level and represents the program at the Upazila level. The Field Office Manager will be responsible for providing leadership and coordination during implementation of Nobo Jatra program activities in the Upazila assigned to him/her. The position will be responsible for strengthening partnership with all partners of the program. The main responsibilities will include: operational support to staff, effective program support and resource mobilization, joint planning and coordinating with the partners as well their capacity building, maintaining close liaison with GoB and other counterparts and effective coordination with Nobo Jatra management in other Upazilas and at the central level.
∎ Key Objectives of the Position : Partnership strengthening, coordination and capacity building, Workplace management, Coordinate program operations, Representation and communication, Management of disaster preparedness and response, Performing any general responsibilities
∎ Ensure joint planning with all technical staff and partners in the Upazila for their capacity building. Guide technical staff and partners for their capacity building.
∎ Serve as WV focal point with staff and partners focal points in respective Upazila. Maintain close communication and coordination with partners to assure trouble-free program delivery. Mediate conflict and resolve disagreements among field teams.
∎ Guide and support the program team including partners during development of work plans, budgets, human resource systems, etc. Ensure/assist staff and partners in achieving financial management standards.
∎ Guide, assist and oversee staff and partners during Community Mobilization and formation of Village Development Committees (VDCs) and other groups.
∎ Contribute to periodic and ad hoc assessments and/or audits. Develop and recommend strategies for staff and partners' capacity building that will improve performance and strengthen partnership.
∎ Prepare and monitor operations budgets for the respective Upazila offices.
∎ Ensure safety and security of office assets as well as staff and visitors in the Upazila.
∎ Build and nurture effectiveteam work in the Upazila office and a gender-friendly workplace environment that is conducive to staff retention.
∎ Act as Upazila focal point for coordination of overall program delivery.
∎ Facilitate and document monthly Upazila coordination/planning meetings, with WV, Consortium Partners (WFP & WV) and Implementing partners team members, charting out activities, and assuring efficient disposition of human and material resources. Work with technical teams to assure appropriate integration of activities and to avoid redundancies.
∎ Assist Nobo Jatra technical managers in preparation of sector budgets in line with WV rules and guidelines.
∎ Provide input in developing detailed implementation plans (DIP) and budgets for each implementation year.
∎ Monitor expenditures (monthly, quarterly), identify anomalies, and suggest appropriate actions in cases where variances from approved budgets are high.
∎ Ensure compliance with USAID rules and regulations, including but not limited to environmental monitoring/mitigation and branding and marking.
∎ Monitor team performance and behavior and provide necessary support for performing quality work in the field.
∎ Conduct annual performance appraisal for staff under supervision and contribute in appraisal process for staff under secondary supervision.
∎ Conduct monthly meetings to assess program progress, document successes and failures, and design solutions. Monitoring the quality of Upazila reporting and assure timely dissemination to appropriate end-users.
∎ Coordinate reporting for USAID.
∎ Serve as focal point for stakeholder coordination in respective Upazila. Host information-sharing meetings for representative of GOB, NGO and other institutions and development maps and matrices to keep track of "how's doing what, where".
∎ Host visits to the respective Upazila by donors, senior GOB representatives, Partner managers, WV home office staff and others. Lead the preparation of itineraries and assure logistic support.
∎ Provide brief monthly Upazila-level reports to the DCOP on program progress toward achievement of program/sectoral objectives and challenges encountered.
∎ Help WV Upazila-level staff develop and maintain linkages with Nobo Jatra working partners, GOB, other NGO officials, agencies, local elite.
∎ Ensure information flow in between Khulan coordination office, and upazila-level staff.
∎ Represent WV whenever necessary at district, upazila and community levels.
∎ When disasters occur within the operational, promptly visit/monitor the situation and provide update/information, following established protocols, of any disaster occurring within the program operational area. Ensure quick needs and damage assessment after any disaster and engage in response as and when required. During an impending disaster, maintain close contact with WFP Purpose 3 lead.
∎ Maintain coordination with agencies like Cyclone Preparedness Program, Bangladesh Red Crescent, Meteorology office, other relevant NGOs, local government in case of disaster information and message.
∎ Coordinate with DCOP, Operations team, to facilitate timely support in procurement, logistics, IT and other administrative and management support to the Upazila level staff when required.
∎ Identify challenges and bottlenecks and flag issues for action by DCOP or by senior management
∎ Support the documentation and reporting requirements for donor compliance.
∎ Follow up with Upazila team and partners to ensure timely and quality reporting of all reports.
∎ Management of property/asset and equipment in compliance with World Vision internal and donor requirements.
∎ Grant budget management and expense monitoring in accordance with donor rules and regulations.
∎ To handle sensitive and confidential information with absolute discretion is mandatory to the position.
∎ To work with multiple deadlines and high demands.

∎ Age at most 50 years
∎ Both males and females are allowed to apply
∎ Knowledge on property/asset and equipment management in compliance with WV internal and donor requirements
∎ Knowledge of grant budget management and expense monitoring in accordance with donor rules and regulations to ensure clean A-133 audits
∎ Ability to handle sensitive and confidential information with absolute discretion is mandatory to the position, and not doing so will be cause of termination.
