Responsibilities & Context:
∎ Procure civil construction works, prefabricated steel structures, bamboo learning centers, water networks, WASH blocks, toilets, latrines, construction materials, and tubewell materials.
∎ Develop and execute procurement plans aligned with project needs and timelines.
∎ Undertake due diligence and pre-qualification of suppliers in accordance with BRAC Procurement Guidelines and policies.
∎ Engage with high-complexity suppliers, monitor their performance, and implement development measures as needed.
∎ Manage vendor enlistment processes, categorize suppliers, and ensure regular updates to vendor information.
∎ Conduct framework agreement and contract management for all HCMP procurement operations.
∎ Monitor supplier compliance with contractual terms and ensure effective contract implementation.
∎ Assist in the negotiation process, including committee formation, negotiation approvals, and proper documentation of outcomes.
∎ Apply appropriate techniques for contract management and supplier performance management.
∎ Contribute to the development of specifications, Terms of Reference (ToR), evaluation criteria, and procurement terms.
∎ Prepare RFQs/RFPs/tender documents and send them to potential bidders, ensuring timely collection of quotations.
∎ Conduct bid evaluations, including commercial assessments, and oversee delivery follow-ups and bill management.
∎ Check and record bills against requisitions and ensure compliance during bill processing.
∎ Monitor the quality of goods, services, and works procured to ensure they meet specifications and standards.
∎ Follow up on supplier activities to ensure the effective implementation of agreed contracts.
∎ Prepare regular reports on procurement activities, highlighting progress, challenges, and opportunities for improvement.
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
∎ The Deputy Manager, Procurement, will support the Manager and the department in managing procurement activities related to works, including but not limited to civil construction, prefabricated steel structures, bamboo-made learning centers, water networks, WASH blocks, toilets, latrines, construction materials, and tubewell materials. Key responsibilities include overseeing short- and long-term contracts, agreements, and framework agreements, as well as defining commodities and categories required for HCMP operations. This encompasses goods and services essential to the programme and its sectors.
∎ The role emphasizes strategic procurement, supplier development, negotiations, fostering strong business relationships, and ensuring quality assurance. This position significantly contributes to HCMP by managing the performance of major vendors and service providers, achieved through effective coordination with sector/unit leads and other authorized personnel.
