Job Context:
∎ The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE:
∎ The Camp Management Manager has the overall responsibility for implementation, technical quality, and harmonization/ standardization of CCCM work in all sites where DRC works to support the RRRC in managing refugee camps in Bangladesh. He/ She ensures information flows on CCCM programming to and from the field, ensuring learning across all sites for program quality. He/ She represents DRC on CCCM/ Site Management issues with IOM, and RRRC regarding the refugee response.

Job Responsibilities:
∎ Programming and Coordination:
∎ Provide direct management and technical guidance to the CCCM team.
∎ Support the CCCM Team to ensure that DRC is implementing high-quality site management support programming in accordance with international standards, sectoral guidance, and best practices;
∎ Lead on the implementation of DRC Bangladesh’s CCCM strategy, with the guidance of the CCCM Technical Coordinator.
∎ Identify gaps and needs in CCCM programme in DRC sites;
∎ Promote a participatory approach (engagement of affected population) to CCCM and service provision in the camps/sites;
∎ Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-supported sites;
∎ Manage CCCM-related information flow to and from field sites, including updates to and from the sector;
∎ Advocate for relevant and standardized information sharing, working with the sector and other humanitarian partners;
∎ Produce donor reports, site reports, advocacy and policy notes and other CCCM reports;
∎ Contribute to the proposal developments;
∎ Work closely with the Technical Coordinator to ensure that all CCCM activities are being appropriately monitored and evaluated;
∎ Update and monitor the Project Management Tool (PMT) and master budget to ensure quality project management;
∎ Ensure procurements are done in line with DRC procedures, manage budgets and flag any major changes in project implementation.
∎ Staff Management :
∎ Direct line management of 4 national Camp Managers;
∎ Ensure that all the CCCM staff are onboard;
∎ Identify and address capacity gaps among CCCM staff;
∎ Accountability:
∎ Ensure that DRC’s CCCM programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standards;
∎ Work with the Protection Manager to ensure protection mainstreaming in CCCM activities;
∎ Any other duties as agreed with the Programme Manager.

Additional Requirements:
∎ Minimum of 2 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings and minimum of 5 years’ of experience in programme/project management;
∎ Strong knowledge of and experience in CCCM programming;
∎ Experience of both the cluster system and the refugee coordination model;
∎ Demonstrable successful track record of strategic programme development, capacity building and effective programme implementation and monitoring;
∎ Strong donor, government and partner engagement experiences, including experience of providing support to government camp management entities (Site Management Support or mentorship).
∎ Experience with capacity building, and in convening and facilitating training sessions and workshops.
∎ Proven commitment to accountability and quality assurance.
∎ Excellent analytical and writing skills in English.
∎ Ability to work well under pressure and in adverse conditions.
∎ Substantial project management skills and experience.
∎ Knowledge of mobile data collection (kobo toolbox)
∎ Proficiency in common computer packages and financial software i.e. Word, Excel, PowerPoint.
∎ Evidenced experience in risk management.
∎ Proven commitment to accountability and quality assurance.
∎ Desirable:
∎ CCCM ToT;
∎ Experience in working on IOM grants.
