Job Context:
∎ Nobo Jatra aims to improve household incomes and increase employment opportunities for youth and the most vulnerable in 4 upazilas of Khulna division- i.e in Dacope & Koyra upazilas of Khulna district and Kaliganj & Shyamnagar of Satkhira district.
∎ This positions duration is for 3 months up to Dec, 2022 with the potential extension until 2024 subject to getting the award of Project Extension.
∎ Through a market systems and facilitation approach, the Market Systems Development (MSD), Agriculture, Livestock & Private Sector engagement Technical Advisor will be responsible for managing the Agriculture component of Nobo Jatra project-II integrated with Health, nutrition & hygiene focusing Gender Equality & Social Inclusion (GESI) as implemented by World Vision Bangladesh. He/She will have to manage agriculture market Systems, vertically integrated value chains with distribution and retail, harvest and post-harvest, processing, distribution, and logistics. And he/she will deliver high impact market and enterprise development programming including- facilitating business partnerships and relationships at both macro and micro level, facilitate and design business development trainings, value chain development, adopting climate smart technologies and practices, and develop the last mile service provider networks. He/ she will be expected to have expertise in program management, monitoring and evaluation, implementation and design of economic and market systems development interventions with a specific focus on financial inclusion (informal and formal savings and loan components), Private sector engagement as well as value chain development for both off farm and on farm activities.
∎ In addition, The MSD, Agriculture, Livestock & Private Sector Engagement Technical Advisor shall be expected to ensure that Nobo Jatra achieves its goals, outcomes, outputs through a multi sectoral integrated approach supporting the implementation of interventions that simultaneously integrate market development, improved maternal & child health and nutrition, hygiene, Good Governance, gender and youth in all aspects of programming.
∎ Further, he/she shall be expected to provide technical support to NJP implementing partners under Purpose Two, which focus on pro-poor economic development by increasing incomes for HHs in NJP operation areas.
∎ He/she shall be a thought leader in market systems development, represent and establish effective working relationships with key stakeholders including private sector actors, collaborate with I/LNGOs and USAID Feed the Future implementing partners, GoB line ministries and local government departments.

Job Responsibilities:
∎ Lead and oversee agriculture market systems and private sector engagement activities, analyze value chains, economic patterns, and livelihoods, assess market intervention and partnership opportunities, and support implementation.
∎ Provide technical leadership on the development of opportunities for adopting climate smart agriculture technologies, strengthening market system, and private sector engagement in the sub-sectors of agriculture, livestock, off-farm business, and Financial Inclusion systems to increase productivity, income and intake of nutritious food.
∎ Lead project planning, budgeting, implementation, and preparing Annual Results Reports collaboratively with project teams including staff management and capacity building.
∎ Find and analyze systemic constraints and opportunities within and between the value chains, design appropriate M4P strategies and implement interventions, and conduct market systems research and analyses.
∎ Build business planning and management capacity of the entrepreneurs and MSMEs for accessing investment loans for agri-business start-up capital and expansion.
∎ Design innovative market-driven solutions and identify the appropriate private sector partner, develop partnership strategies for engaging private companies and technology solution providers to address the systems barrier through market systems and facilitation approach.
∎ Lead the private sector actor’s engagement process and facilitate partnerships with Livestock Medicine Company, commercial bank, FinTech Company, Health and Hygiene product companies, e-commerce platform, local and national buyers, etc.
∎ Facilitate to strengthen the collection points platform engaging buyers, producers, inputs suppliers with the collaboration of local government structure, Department of Agriculture marketing and FtF projects.
∎ Develop a market-driven financial inclusion business model with the Village Savings and Loan Associations (VSLAs) and commercial bank to increase access and develop new loan products for the producer and MSMEs.
∎ Support increasing financial resiliency for extremely poor participants through VSLAs and ensure inclusion with commercial banks and financial institutions.
∎ Develop M&E result chain, and supervision tools and track the outcomes and outputs, and execute learning, research, and study activities to produce articles and publications.
∎ Design policy advocacy strategy and lead the process to facilitate key private companies, commercial banks, Department of Agriculture, Livestock and Cooperative to initiate policy level change to improve the functionality of the market and financial inclusion system.
∎ Management activities such as identifying key personnel, overseeing external consultants, collaborating with partner organizations, and developing management plans.
∎ Conduct market research, studies, develop learning brief, case studies and operations research, and document lessons learned and best practices for wider sharing and presentation of the learning on different national and international webinar, forums and platforms.
∎ Provide technical assistance with respect to development and capacity building of business development services, marketing and cooperatives.
∎ Ensure timely and proper program implementation with quality of assigned plan in line with WV and donor approved plans, policies and standards.
∎ Collaborate with ongoing programming and provide technical guidance to strengthen emerging and potential private sector engagement, entrepreneurship development and create business opportunity.
∎ Explore partnership and investment opportunities especially from private sector to strengthen Business Development, Youth Entrepreneurship Development, Women's Economic Empowerment, and Market Systems.
∎ Have a good relevant Networking and coordination skills; develop dynamic relationships with the Ministry of Agriculture/Livestock/Fisheries, Ministry of Local Government Rural Development & Cooperatives, Department of Youth Development (DYD) Local Government and other institutions at regional level and have the competency to develop robust partnerships with other key Non-government organizations (NGOs/INGOs)
∎ Lead and guide issues based campaign for extreme poor people towards economic development at local and national level in line with national strategy and SDG
∎ Provide coaching, mentorship, direction and leadership support to program team members to achieve results
∎ Timely production and sharing of project performance metrics, including monthly, quarterly program status reports and indicator performance
∎ Hold regular team meetings to track implementation progress, share relevant project information and proactively identify successful strategies and tactics to address bottle necks in a timely manner
∎ Ensure high standard of stewardship in resource allocation, utilization and management in compliance with WV and donor financial policies and procedures.

∎ Demonstrated analytical and problem-solving skills.

∎ Experience assessing business capacities , developing growth strategies and designing targeted capacity development for MSME
∎ Ability to develop well-written and cohesive analytical reports
∎ Technical Value Chain analysis and development
∎ Excellent written and verbal communication skills.
∎ Demonstrated inter-personal and negotiation skills
∎ Good time management skill and ability to work with minimum supervision.
∎ Experience and good track record of building strong client and stakeholder relations
∎ Practicing innovation/creativity and achieving quality results and service.
∎ At least 5 years of experience implementing pro-poor economic programs, managing and working in complex, multi sectoral integrated programs and experience working with international organization focusing Gender Equality and Social Inclusion (GESI). Essential requirement: Knowledge and Experience in USAID’s Feed the Future (FtF) Zone of Influence (ZoI) as well as its Agriculture & Nutrition strategy and implementation
∎ Experience in developing standard monitoring, supervision and follow-up tools.
∎ Proven management ability with experience managing teams in complex environments.
∎ Proven experience as a team player.
∎ Project’s Central Office (Khulna) based job.
∎ Need-based field visits to the project’s offices at Upazila level, and occasionally to WV Bangladesh National Office (willing and able to spend 12-15 weeks per annum).
