Job Responsibilities:
∎ Key Area 1: Develop policy, advocacy and external engagement (both with government and private sector) strategy for Nobo Jatra project focusing on the following key priorities:
∎ Support Nobo Jatra consortium, CoP, DCoP and Good Governance and Social Accountability Manager in developing advocacy strategy and conducting advocacy jointly at national level to influence policy decisions related to nutrition, WASH, social protection, child marriage and/or any other issues that directly and indirectly contribute to eradication of chronic food insecurity and undernutrition.
∎ Coordinate advocacy and external engagement strategies with WVB to ensure aligned messaging, shared goals and always adhere to a ‘on voice one organization’ approach.
∎ Develop strategic plan of action to enhance the collaboration and partnerships at the national level with the consortium partners and other alliances.
∎ Support the development of Nobo Jatra’s Advocacy Strategies and build capacity of relevant staff in embedding advocacy in all Technical components and ensuring measurement of advocacy strategic measures is aligned to MIS reporting.
∎ Lead execution and measurement processes including the uptake of CVA research.
∎ Promote WVB/NJP as a leader in Nutrition, WASH, UPG, DRR etc, by identifying key opportunities for strategic research, partnering with credible research institutions to maximize the impact.
∎ Lead the development and implementation of an integrated operational plan for Nobo Jatra’s Advocacy function that is aligned with NOs Annual Business Plans.
∎ Encourage mutual learning between National Office and Nobo Jatra advocacy plans to promote cross learning.
∎ Ensure consistency in advocacy related messaging to government, local government, private sector actors and beneficiaries across all geographical areas at national and sub-national level.
∎ Develop, review and finalize periodic technical reports for USAID and other relevant stakeholders such as government, Nobo Jatra consortium members and WVUS.
∎ Cultivate and strengthen institutional relationships, build and sustain networks with private sector, local government authority to sustain NJP interventions at the community level.
∎ Contribute to thought leadership and management decisions that enhance relationship building and networks that shall influence and sustain prioritization of investments in NJP operational areas.
∎ Key area 2: Advocacy Coordination, Campaigns and External Engagement:
∎ Lead the development and execution of Nobo Jatra’s external engagement plans. Lead strategic engagement with national institutions including the CPD, BARI, BARD and ICDDRB etc.
∎ Build and strengthen strategic partnerships with peer organizations, Government Ministries and corporations, UN entities and other organizations to enhance collective response and influence and monitor policy implementation to enhance child well-being.
∎ Strengthen and coordinate the representation and participation in strategic advocacy platforms at Dhaka level. Represent at national advocacy and campaigns events, conferences, fora, seminars and technical working groups.
∎ Provide leadership to planning and coordination of different campaigns at Upazila, district and division level and coordinate documentation of best practices and evidence related to NJ’s advocacy work and campaign.
∎ Coordinate national level campaign events and influencing opportunities in collaboration with the Communications/KMLR.
∎ Key area 3: Provide technical and strategic support to Knowledge Management, Learning and Research, and program M&E teams
∎ Work closely with Sr. Manager- Knowledge Management and Communications to identify, package and disseminate (externally and internally) existing knowledge and research that aligns with the advocacy and external engagement strategy.
∎ Coordinate with knowledge management and M&E units to identify evidence and knowledge (existing and new) that can be leveraged into advocacy, external engagement and policy influence.
∎ Work closely with Sr. Manager- Knowledge Management and Communications to produce high quality, evidence driven advocacy and policy products tailored to different audiences.
∎ Build capacity of knowledge management team on advocacy processes, tips and enhance skills to participate in advocacy strategies.
∎ Work closely with Nobo Jatra M&E team to identify and agree on a set of key performance/success indicators and milestones to be monitored over the life cycle of the program and beyond.
∎ Support developing and implementing a comprehensive and effective M&E system including tools and guidelines.
∎ Ensure that Nobo Jatra project is aligned with World Vision Bangladesh so that knowledge and learning generated through Nobo Jatra M&E contributes to WV global performance indicators in addition to achieving Nobo Jatra goal.
∎ Support Nobo Jatra M&E team to analyze and interpret data generated through the MIS system on regular basis and ensure use of learning into key program decisions related to either program design (re-calibration of interventions) and/or implementation strategies/approaches.
∎ Ensure that collected data/information are analyzed, reviewed and shared with Program Senior management team on timely basis and actions are taken to ensure quality of technical interventions and management decisions.
∎ Key Area 4: Representation, Coordination and Networking with key players to complement concerted efforts and influence policy makers to address chronic food insecurity and malnutrition in Bangladesh
∎ Contribute expert knowledge on policy analysis, advocacy strategy, campaign planning, social and mainstream media mobilization
∎ Provide specialist advice and guidance on policy, advocacy and influence aspect to the Programme team
∎ Regularly update the diverse local, national and global level socio, economic, cultural and political scenario and feed to the different study, strategic paper and reports.
∎ Build up the working relationship with the different policy level stakeholders, media houses and civil society.
∎ Decision-making capacity at both strategic and operational level with rationale also need to understand clearly about the complexity of the problem.
∎ Issues encountered are likely to be diverse and complex, requiring comprehensive analysis and interpretation of information from a wide variety of sources and capacity to communicate to a wide range of audiences.
∎ Coordination of and delivery of agreed plans or strategies and manage resources, consultants and partners.
∎ Representation in coordination meetings and some external relationships
∎ To play active role in lobby and advocacy on issues related to programmes through personal contacts and coordination of allies.
∎ To take part in public campaigns based on agreed plan of action and objectives.
∎ Establish and maintain coordination within and between all relevant ministries (Ministry of Health and Family Welfare, Ministry of Disaster Management and Relief, Ministry of Agriculture, Ministry of Social welfare, Ministry of Women and Children affairs, Ministry of Local Government and Rural Development) by providing evidence based information generated from the field and support decision-making related to key policies and practices.
∎ Attend meetings, seminars, workshops and relevant forums to represent Nobo Jatra consortium and WVB and contribute development discussions.

∎ At least 10 years of experience in developing and managing multi-sectoral programs including monitoring and evaluation as well as managing partnership with a range of technical, implementing and strategic partners.
∎ Experience conducting environmental impact assessments and developing/using tools to assess and monitor environmental impact
∎ Demonstrated experience in writing environmental monitoring and Management Plan and environmental status reports
∎ Experience with USAID-funded project work
∎ 60% at Dhaka office and 40% at field offices
