The project aims to build climate-resilient communities, climate-adaptive livelihoods and stronger community and government preparedness. A major part of the project is climate-resilient infrastructure and WASH in cluster villages, including:

  • Women-friendly and flood-resilient community water networks, with community water management committees

  • Household latrine network with septic tanks in cluster villages

  • Raising of earthen cluster-village plinths to reduce flood vulnerability

  • Rehabilitation of flood-resilient, child-friendly houses using durable local materials

  • Repair/maintenance of protective community infrastructure based on RRAP priorities, jointly with the Union Parishad

  • Solar-light access roads connecting households to markets and services

  • Build Back Safer training for local masons/carpenters, and training and tool kits for local WASH technicians

Major Duties and Responsibilities

  • Carry out technical site assessments for all planned schemes (water networks, latrines, floating latrines, plinth raising, houses, roads and community infrastructure) together with communities, DMCs and the Union Parishad.

  • Record site data such as highest flood level (HFL), soil condition, groundwater and arsenic/iron situation, land ownership, access, and seasonal workability in haor areas.

  • Prepare site assessment reports with photos, GPS points, sketches and recommendations, and share them with the Project Coordinator.

B. Design, Estimation and Procurement Support

  • Prepare or adapt technical designs, drawings, specifications and BoQs/cost estimates following DPHE, LGED and WASH Sector standards, with plinths and facilities raised above HFL.

  • Make sure designs are women-friendly, child-friendly and disability-accessible (ramps, handrails, lighting, privacy, menstrual hygiene facilities).

  • Obtain approval of designs and estimates from the Project Coordinator and Plan International, and required permission/clearance from DPHE, LGED and the Union Parishad.

  • Keep site order books, measurement books, daily work logs and material registers; check and certify contractor bills based on actual measurement.

  • Make sure occupational health and safety, safeguarding and environmental standards are followed at all sites; stop or correct sub-standard work.

  • Mobilize community contribution and involve UP/DMC members and community committees in monitoring.

D. Completion, Handover and Sustainability

  • Conduct final inspection and functionality testing; prepare completion reports and as-built drawings for every scheme.

  • Form and orient community water management committees and caretakers on operation and maintenance (O&M), and set up simple O&M and user-fee systems.
