Job Context:
∎ PARI Development Trust is a national NGO registered with NGOAB working in greater Mymensingh. PARI is implementing community development, maternal & child health, nutrition, food Security and livelihood, agriculture and child rights program in several Upazilas of Mymensingh, Netrokona, Sunamganj, Jamalpur, Sherpur and Tangail districts. PARI is looking for a Director - Program and Quality Assurance (DPQA) to look after PARI`s projects and programs, work directly with heads of programs/projects, ensure program quality through a comprehensive monitoring, evaluation and learning approach, guide and drive the project/programs team through participatory management, in some contents, work directly with funding partners specially for programs and funding issues, writing proposals and impacts reports for donors and government, assess training needs of the program team, organize and facilitate skill development training and assist executive director for other tasks

∎ Basic function: One: to assure the overall project/program implementation and the project operates in accordance with approved policies and procedures through supervision of the Program Managers/Project Managers/Program Coordinators. Two: To assure an effective and efficient process of planning, reporting, monitoring and evaluation; Three: To oversee the work in Mymensingh, Jamalpur, Tangail, Sherpur, Netrokona and Sunamganj and any other new area. Four: To coordinate and lead the monthly PMT meeting in absence of Executive Director; Five: To oversee project/program accounts maintaining good coordination and connection with Finance and Admin Officer; Six: To maintain relations with current donors`/support partners and to seek new funding sources; Seven: To network and build relations with other NGOs and development organizations. Eight: To network with and be responsible for reporting to the NGO Affairs Bureau, district and upazila administrations and Nine: To report to the Executive Director in order to keeping him updated on the program/project activities.

Job Responsibilities:
∎ To assure day to day implementation and smooth operation of the programs and proper maintenance of office equipment and supplies through managers.
∎ To assure availability of methods and forms for assessing needs amongst staff and ensuring the regular monitoring of project activities and impact.
∎ To assure that goals and objectives are set annually.
∎ To assure an annual participatory planning process that is based on project/programs' preference.
∎ To assure that annual goals and objectives are met, that results are cost-effective and of good quality, and that concerns or deviations from the annual plan are addressed and brought to the attention of the PMT; and eventually to the Executive Director.
∎ To assure the integrity of and adherence to approved policies and procedures; the PARI Employee Policy Manual, Financial Policy and Procedures; Standard Operating Procedures; Child Protection Policy, Fraud Control Policy, Anti-Corruption Policy, Gender Policy, Motor Cycle Policy and Other Policies and Procedures in effect.
∎ To visit each field office/area at least bimonthly or once a Quarter.
∎ To assist the Program/Project Managers, Program Coordinators and other program staff in assuring the availability and accessibility of training resources to staff.
∎ To hold co-signatory authority on the main PARI accounts in Mymensingh, and other fields where required and make sure money withdrawn and utilization is being done transparently and accountability.
∎ To be responsible in budget preparation and submission to the Executive Director and assure that budgetary spending is being monitored according to the monthly allotment.
∎ To ensure the smooth execution of operational plans based on long range strategic plan and budget for the organization.
∎ To ensure that the organization has minimal overhead costs.
∎ To assure the vision, mission and strategy of the organization and that this is regularly reviewed among all stakeholders through participatory way.
∎ Coordination and Supervision: To lead and coordinate monthly Program Management Team (PMT) meeting alongside Executive Director.
∎ To assure that monthly and quarterly monitoring (MIS) is carried out and that programs' reports on and respond to discrepancies or other difficulties encountered.
∎ To assure that annual staff performance evaluations and work plans are carried out and to directly conduct evaluation for Program/Project Managers, Project Accountants, Admin and Accounts Officer, Project M&E Specialist and other project staff deemed appropriate.
∎ To supervise directly the mentioned above - Program/Project Managers, Coordinators and to regularly review and monitor according to the objectives set in the work plan.
∎ To assure optimal job satisfaction and good staff morale and to assure that individual staff with low morale scores are given effective supervisory support.
∎ Networking: To liaise with other district and Dhaka based NGOs, Government on regular basis.
∎ To learn of and collect needed resources for continued and more effective program implementation.
∎ To research and learn of opportunities and innovations and could be brought to PARI and integrated in to the program within an available program capacity.
∎ To represent PARI as necessary at Government level, principally at NGO Affairs Bureau and District Deputy Commissioners levels, and to submit appropriate documentation and forms, and also other meetings or conference as required in and outside country.
∎ To participate in different networks such as learning circle, support partners' forum, MICAH Network, Climate Change network and other meetings or conference, workshop organized by support partners'/donor agencies to contribute to its proceedings.
∎ To work closely with Executive Director to keep self on governance or policies updates and partnership development to understand funding partners, programs and receive appropriate advices, suggestions and direction.
∎ To maintain relationship and fulfill reporting requirements with all support partners/donors.
∎ To prepare budgets and to seek funding from support partners/donors and to develop local income sources.
∎ Reporting and Documentation: To assure production and dissemination of an annual report within three months following a given financial year as well as other programs and financial reports.
∎ To assure proper documentation of correspondence, reports and other project related information.
∎ To approve expenses as submitted by all directly supervised staff and assure integrity of vouchers submitted. Own vouchers to the Executive Director as per financial policies and procedures in effect.
∎ To prepare a monthly work plan and work plan assessment.
∎ Any other tasks as required and requested by the Executive Director or indirectly by donors and/or board to ensure the smooth running of the organization.

Additional Requirements:
∎ Age 35 to 50 years
∎ Both males and females are allowed to apply

∎ At least 3 years' experience at management level and have sound knowledge and experience on team management as well as shall have experience on integrated Community Development and capacity building approach.
∎ Good English writing and speaking skills is a must.
∎ Shall have experience on proposal writing using log frame/RBM tools and budgeting, monitoring, data management and reporting, finance management including MIS and skills on assessing organizational risk management as well as safeguarding, donors' compliances etc.
∎ Shall have valid motorcycle driving license.
