Job Context:
∎ This position is accountable to successful accomplishment of targeted project outputs and outcomes of specific component. Objective oriented program implementation, program guidance, management and implementation of an improved gender equitable nutrition program are the major areas of responsibility of this position. This is part of an integrated response to food insecurity, deficiencies in WASH conditions and poor access of women and girls to essential health and nutrition services. To achieve food security goals, the program seeks to improve nutritional status of children under 5 years of age, pregnant and lactating women, and adolescent girls by improving MCHN practices including infant and young child feeding (IYCF).
∎ S/he leads the MCHN program team in the implementation of a gender sensitive package of interventions on maternal and child health benefitting more than 111,000 women and other household members with SBCC and nutrition education to improve maternal and child feeding practices, essential hygiene and health-seeking behaviors. At the same time leading a team that will strengthen the capacity of over 500 local clinic and community-based health providers to ensure on-going access to MCHN services and the growth monitoring of over 130,000 children under five years of age. S/he will work with stakeholders for both public and private in line with effective and sustaining MCHN related services towards community.
∎ S/he will supervise 3 WASH Health Nutrition System Strengthening Specialists (WHNSSSs) and will have oversight to all routine and outcome level monitoring and evaluation activities against MCHN related indicators in coordination with the M & E team . S/he is also responsible for capacity building on MCHN within the project including materials development as well as managing relationship and coordinating with stakeholders at Khulna Division.
∎ The MCHN Technical Advisor will report to the Senior Technical Advisor.

Job Responsibilities:
∎ Over-all leadership in MCHN sector implementation to achieve the objectives of the project including
∎ monitoring and evaluation activities;
∎ Leading coordination activities among other program teams such as Social Inclusion Specialists (SIS) , ASSOs, FoMs, SoM, etc., to implement SBCC initiatives tailored to multiple audiences such as mothers, adolescent girls, men care groups, village development committees, and water development committees;
∎ Lead in the provision of capacity building for government health facilities of the Ministry of Health and Family Welfare(MoHFW) staff and community health workers through training, supervision /coaching using existing MoHFW trainings;
∎ Keep updated and decides on actions necessary based on the analysis of Growth Monitoring and Promotion (GMP) for children Under 5 years of age that will further shape the approaches of the program at the field level;
∎ Lead the implementation of innovative approaches to reach adolescent girls, pregnant and lactating women through piloting the mHealth application designed to collect and report data to existing government led Health Management Information System (HMIS) and to facilitate use by health staff in monitoring progress at facility/outreach level;
∎ Coordinate with other NJP components team implementing conditional cash transfer to pregnant women and girls addressing food access for pregnant women and children under 5 years of age;
∎ Support in increasing practice of gender equitable norms in MCHN activities by promoting dialogues through Men Care Groups and promoting leadership of women and youth;
∎ Work closely with internal and external partners to ensure systematic documentation of lesson learnt and dissemination of best practice
∎ Prepares regular program performance and monitoring reports
∎ Manage performance of WHNSSSs (MCHN related part at upazila) and oversight performance management of Associate System Strengthening Officers (ASSOs) ;
∎ Supports to conduct operations researches, sharing knowledge and learning among team members.
∎ Leading team in strengthening MCHN related existing system for both public and private.

Additional Requirements:
∎ Age at least 30 years
∎ Both males and females are allowed to apply
∎ Extensive understanding of USG standards on nutrition & health.
∎ Extensive knowledge related to Maternal and Child Health & Nutrition.
∎ Knowledge of and experience in social and behavior change, and gender issues as they relate to health and nutrition.
∎ Excellent skills in written and spoken English; ability to communicate.
∎ knowledge in a manner appropriate to diverse audiences.
∎ Must be thoroughly versed through training and experience, in the theory and practice of maternal, infant and child nutrition and food security programs (includes knowledge of theories, formative research, program development, implementation, monitoring and evaluation, other program management skills.
∎ Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
∎ At least 8 years of field experience in humanitarian or development work of which a minimum of 5 years of experience needs to be in nutrition and/or child health programs; At least 3 of those years in a technical or management position, overseeing health programs and supervising professional staff.
∎ Significant experience working with United States Agency for International.
∎ Development (USAID) - funded programs and knowledge of the USAID regulations and reporting.
∎ Proven Interpersonal and intercultural communications skills.
