∎ icddr,b invites applications from suitable candidates for the position of Manager, IT under the Nutrition and Clinical Services Division. The appointment will be made on a Short Term (CSA) basis for 7 months for its 200 Bed COVID-19 Isolation and Treatment Center (ITC), Teknaf which is renewable depending on performance and availability of funds.
Job Responsibilities:
∎ The position holder will Plan and manage back office IT systems and network administration considering internal controls, disaster recovery system, risk management of IT systems; conducting research on emerging technologies and implement strategies with the objective of ensuring IT best practices and introducing changes in IT Systems within the icddr,b IT goals and guidelines.
∎ Strategy Development: Understand icddr,b's objectives and provide inputs and suggestions for developing the overall organization strategy for IT Systems; Derive implications for IT System initiatives; Derive IT System strategy from the proposed organisational strategy and IT policy; Prepare the tactical and operational plan basis of the IT strategy; Analyze changes in the internal environment; Stay abreast of IT best practices; Contribute ideas and suggestions to Supervisor; Estimate financial and non-financial resources required to achieve targets; Communicate and explain the final IT Systems strategy to IT Team members and other stakeholders in order to support achievement of icddr,b's objectives through IT initiatives.
∎ Back office System and Network Operations Management: Manage Backoffice System by System and network administration in day to day operation and projects applying preventive-detective-corrective control/information security best practices/following existing IT policy. Manage Backoffice Network devices like Routers to configure BGP/OSPF/Fast Convergence/Static and Dynamic routing/VPN, Configuration of CISCO ASA 5525X firewall, Layer 3/Layer 2 VLAN, Bandwidth Manager, Web filter, Spam filter. Manage Backoffice servers like AD, Exchange, DNS, DHCP, IP Phone, Blade servers, Virtualization, fault tolerance with cluster and SAN/NAS/DAS in Windows/Linux platform. Develop and maintain SOPs & Protocol regarding process control operations & maintenance of IT Systems; Follow problem and change management best practices; Advise on efficient and effective utilization of systems through efforts focused on new technology assessment and identify improvement opportunities and implementing action plans to increase process control system performance; Initiate for technical innovation research, identification, and management, focused on process control and forming automation advancement; Adherence to formal project management process as active participant on ongoing projects in order to bring results in lower operating cost, efficient capital investment and greater service delivery.
∎ Information Security Management: Assess risk, identify internal and external threats and implement sound strategies that provide effective prevention and recovery for the organization. Conduct Vulnerability assessment and Penetration testing in order to ensure proper Information Security.
∎ Disaster Recovery: Identify potential process interruptions and work with other teams to develop safeguards and implement recovery procedures in the event of a business interruption; Safeguard data and data capture operations by identifying potential problem areas and single points of failure; Develop, maintain and implement the enterprise DR plans considering IT Policy, onsite/offsite backup, RPO, RTO; Insure that implemented recovery procedures are cost effective; Work closely with the application and infrastructure teams to understand goals and objectives, clarify requests and requirements; Work collaboratively with and provide guidance in relation to IT Systems of icddr,b in order to ensure that all recovery solutions are appropriately implemented and supported as per icddr,b IT policy and guidelines.
∎ People Management: Interview candidates and make hiring recommendations, if required; Promote a spirit of collegiality and gender diversity amongst team members and in the organisation; Encourage team members to collaborate across areas; Address and resolve any diversity related issues; Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed; Mentor young professionals and prepare them for higher responsibilities; Identify and reward high performers; Recommend promotions; Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations from icddr,b) in order to build and develop an engaged and high performing team.
Additional Requirements:
∎ 5 years experience in management of systems and network administration including experience in in ISP, Core Network at NOC of ISP having routing experience with BGP/OSPF/Fast convergence/IPv6/Layer3 VLAN and Server Administration.

Salary:
