Job Context:
∎ The Health & Nutrition Systems Strengthening Specialist, is responsible for implementing all NJP activities in the Health and Nutrition thematic areas, ensuring that all activities are implemented in a systemic and sustainable manner. Further, S/he, shall provide technical and operational guidance and support to leverage synergies between Health, Nutrition, GESI, Good Governance, Social Accountability, MSD, Agriculture, Livestock & Private Sector Engagement from the Health Nutrition Technical Advisor, Technical Advisor-GESI, Good Governance and Social Accountability and Technical Advisor-MSD, Agriculture, Livestock & Private Sector Engagement. This position is based at the Upazila under the supervision of the Field Office Coordinator and directly working with Associate Systems Strengthening Officers.

∎ The Health & Nutrition System Strengthening Specialist shall work in close collaboration with all NJP-II technical teams, implementing partners and key stakeholders within the local government of the Government of Bangladesh. One of the key responsibility of this position is to facilitate the local health systems for sustaining the interventions e.g integrated GMP at the EPI sites, MCHN SBC and engagement of the Private sectors that are trailing from NJP.

∎ Functional Health and Nutrition systems are critical in promoting improved access to and use of safe clean water, hygiene and sanitation, access to health services, complementary food and a clean and safe household environment for children. Using a systematic lens backed with evidence, the Health & Nutrition System Strengthening Specialist shall foster linkages with key private sector like SMC. Besides, public stakeholders such as MoHFW, LGIs, DPHE, MOWCA, to continue and harness joint policy, programmatic and advocacy work to fully leverage on synergies that reduce stunting and other forms of malnutrition among children under 5 years of age.

Job Responsibilities:
∎ Facilitate advocating local health systems to continue integrated GMP sessions at the EPI sites mobilizing MHVs and local resources as well as with the engagement of 1st line health supervisors for quality supervision and monitoring of the intervention.
∎ Facilitate local health systems to coordinate with Community level actors (MHVs, GSMs, VAs) for establishing courtyard session (CYS) and HH Visit to promote dietary diversity and equitable intake of nutritious food
∎ Facilitate Government concern department to celebrating National/Intl. Day Observance in line with Health, Nutrition and Gender and engage other relevant multi-sectoral Nutrition stakeholders as well as local government
∎ Facilitate organizing meeting between Local Health systems and LGIs (Union Parishad) at sub district level to plan for holding health & nutrition promotional events in the community through effective coordination
∎ Facilitate Quarterly meeting with the 1st line Health Supervisors and CHCPs at the Sub-district level to review the progress and challenges in conducting GMP sessions, identification and referral of SAM children and its management from the SAM unit of Upazila Health Complex (UHC).
∎ Facilitate upazila health department to organize meeting with community health care provider to improve the nutrition services of Community Clinic (CC) through following up the service standards through regular meeting of community groups.
∎ Facilitate upazila family planning department to organize meeting with Family Welfare Visitors (FWVs) planning and Sub-Assistant Community Medical Officers (SACMOs) to improve the nutrition services of Union Health and Family Welfare Center (UH&FWC) through following up the service standards conducting regular meeting of UH&FWC management committee.
∎ Facilitate upazila administration to organize sensitization meeting with Union Parishad Chairman and secretary on functionality of relevant standing committee to improve health, nutrition and hygiene services.
∎ Represent Nobo Jatra Project (NJP) at the Upazila level, ensuring timely coordination with Upazila Parishad, MoHFW systems/structures/actors and other relevant stakeholders integrated with P-1&2 of NJP-II as required.
∎ Facilitate coordination meeting with DPHE, Water Management Committee, WatSan Committees to improve safely managed water access and hygiene practices.
∎ Facilitate the process of sensitizing key faith leaders to disseminate key messages on gender equitable household decision making (purchasing nutritious food and control over assets), women empowerment, child marriage and gender based violence during their regular prayer time.
∎ Facilitate organizing Capacity building workshop with faith leaders to disseminate awareness messages on gender equitable household decision making (purchasing nutritious food and control over assets), women empowerment, child marriage and gender based violence child marriage and GBV during prayer time.
∎ Follow up the progress of gender equitable messaging with the faith leaders (Imam, Priest, etc) during the regular meeting of faith leaders.
∎ Facilitate Capacity building of agriculture and economic inclusion facilitators to disseminate gender equitable messages (child marriage, gender based violence, equitable household decision making) during their orientation and regular meeting.
∎ Facilitate the department of women affairs and child marriage prevention committee (CMPC) to analyze child marriage situation and review the annual action plans to reduce child marriage.
∎ Facilitate department of women affairs to organize regular meeting of upazila child marriage prevention committee (quarterly).
∎ Facilitate Capacity building workshop with union parishad chairman and secretary to report and address child marriage and gender based violence incidence in collaboration department of women affairs.
∎ Facilitate building the capacity of the field staff and further unpacking the DIP/PIG/TOC for smooth implementation of the DIP activities towards achieving its goal.
∎ Facilitate Monitoring and Evaluation activities as requested by both technical and Monitoring and Evaluation teams.
∎ Support capturing the learning, knowledge management and documentation of transformative changes under Nobo Jatra Project-II systemic interventions.
∎ Coordinate with EMSS for functional integrated program implementation
∎ Provide periodic updates, reports, information as and when required.
∎ Facilitate private sector engagement with Gold Star Members under SMC-NJP joint initiatives to sustain the SBCC/Nutrition services through Market Innovations for sustainable Health development and GoBs MOH&FW stakes
∎ Work closely with NJP Knowledge Management, Learning and Communication team to ensure systematic documentation of lesson learned and dissemination of best practices.
∎ Facilitate improved functionality of the CG/CSG, UH&FWC management committee, WATSAN/WMCs, VSLAs and UEH&FP-SCs to improved service delivery at the community level.
∎ Intentionally lead the integration of NJP activities across all sectors
∎ Lead, Supervise and ensure all NJP staff implement activities as per operational guidelines.
∎ Truck effective Budget utilization.
∎ Ensure high standard of stewardship in resource allocation, utilization and management in compliance with WV and donor financial policies and procedures.
∎ Facilitate monitoring and evaluation, designing monitoring tools and ensuring that all NJP activities are implemented within the scope and expectations of USAID monitoring guidelines.

Additional Requirements:
∎ Age at least 28 years
∎ Both males and females are allowed to apply
∎ An understanding of project implementation
∎ Extensive knowledge related to WASH and MCHN -maternal and child health and nutrition practice & behavior
∎ Oral and written communication skills in English and Bengali
∎ Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
∎ Ability to drive a motorbike
∎ Valid motorbike license or willingness to attain one
∎ Minimum of five years of experience in implementing MCHN projects
∎ Experience in supervising others
∎ Experience in Market system development
∎ Experience in training
