Job Context:
∎ Based in Khulna, the Finance & Admin Coordinator, reporting to the Project Manager will be engaged as a full-time employee and will be responsible to manage, control and operationalize the project budget in compliance with organizational policy and procedures and USAID rules and regulation. The key purpose of this position is to enhance the quality of over-all financial management of the program, providing effective and efficient financial services and ensuring compliance with WV Partnership/SDRR and donor financial and procurement policy & standards.
∎ S/he will have to be well versed in financial software operation like Sun and procurement software like CONCUR and GEMS for leave/LDR etc. This position should be very strong in FFM and excellent and fast in computer and system based inventory management.
Job Responsibilities:
∎ Ensure compliance with WV and USAID finance, procurement and administrative policies, standards, procedures and government VAT & Tax requirements.
∎ Establish and assist in maintaining effective internal control in the financial management of the program as per field financial manual (FFM).
∎ Facilitate project team in integrated financial planning, budgeting and monitoring in accordance with program guidelines.
∎ Lead PREP budgeting in the program operations and overhead costs and budget maintenance in sun system.
∎ Ensure strong financial monitoring of consortium and local partners by periodical visit and review of financial documents and reporting. The monitor includes spending trend, budgetary controlling, policy compliance, and timely reporting.
∎ Ensure standard record keeping and prepare & submit reports on timely manner following the guideline.
∎ Maintain high confidentiality of documents and information and take adequate measures for safety and security of documents, information and other resources.
∎ Facilitate administrative & SCM functions and provide necessary support to program team for smooth operation
∎ Provide management with regular financial analysis to inform monthly review of program performance and donor reporting;
∎ Prepare regular financial reports and works with Finance Grants Manager for timely submission of reports to donor.
∎ Prepare and submit monthly YTD and ITD cost center report, VAT reconciliation report and inventory report to Project Manager
∎ Prepare and share monthly ±10% deviation report along with regular financial report with Project Manager to cascade down to field with mitigation measures.
Additional Requirements:
∎ Age at least 28 years
∎ Both males and females are allowed to apply
∎ Advanced knowledge on finance, admin, security and protection, reporting, documentation, planning and indexing filing.
∎ Understand humanitarian industry, WV mission and operation at program level
∎ Proven knowledge on admin and financial troubleshooting, negotiation, communication and collaborative initiatives
∎ Knowledge on software based operations –Sun, Gems, Dax, WatchDog etc and skills on block party screening (BPS) test.
∎ Well versed in USAID/BHA reporting requirement and compliance
∎ More than 5 years of extensive work experience as Finance & Admin Officer /Coordinator preferably in USAID funded BHA/FtF/DFSA/RFSA grants.
∎ Competent in the use of SUN System, MS Office including Word, Excel and PowerPoint.
∎ Problem solving, prompt in decision making and fast in action with less supervision
∎ Proven experience as proactive team player and habituated to work under pressure
∎ Able to create a working environment where team members have equal rights to listen, speak up and contribute to achieve a common goal of the project
∎ Must live in the project working area and ready to accept the challenges and cope with the changes.
Salary: Tk. 80000 - 90000 (Monthly)
