Job Context:
∎ Project Brief: Since 2022, the United Nations High Commissioner for Refugees (UNHCR), in collaboration with the Center for Natural Resource Studies (CNRS) and other partners, has been implementing a vocational skill development program for the Rohingya Refugees residing in the camps of Cox`s Bazar and Bhasan Char. Originally known as the UN Joint Program for Skills Development (JPSD) and also referred to as Improving Skills and Economic Opportunities in Cox`s Bazar (ISEC), this joint program aims to provide vocational training and enhance economic prospects for the beneficiaries. CNRS is responsible for delivering Level-1 vocational training in various fields including Agriculture Crops Production (ACP), Concreter, Solar (PV) System Installation and Maintenance, Community Health Worker (CHW), Caregiving (Aid to Midwifery and Nursing), and Small Engine Mechanic (SEM). The selection of beneficiaries for the vocational training and wage-earning opportunities is based on prequalification criteria that consider the needs of the labor market in Myanmar and the camps of Cox`s Bazar. The overarching goal of the project is to empower refugees by equipping them with transferable and portable skills that are relevant to the labor market demands in both Myanmar and the camp environments. This will not only support their sustainable return and integration into Myanmar when conditions permit but also enable them to maintain hope for the future and lead dignified and productive lives within the camps. To achieve this, refugees are encouraged to engage in a range of activities within the camps, including multi-sectorial endeavors, minor livelihood pursuits, community works, and utilizing their acquired competencies. The Economic Mobility Pathways Pilot (EMPP) program has been launched during the last quarter of 2023 to enhance labor mobility and empowerment for Rohingya refugee graduates who successfully complete the Level-1 certification courses. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, `work ready` cultural orientation, and fundamental ICT skills. The project aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.
∎ Part I: Job Statement
∎ The Training Centre In-charge (TCiC) will be responsible for the successful implementation of the JPSD/ISEC and EMPP program in the UNHCR established training centers inside several refugee camps of Ukhiya and Teknaf under the supervision of the Skills Development Coordinator (SDC). S/he will ensure timely implementation of the project works, following the humanitarian principles and sector guidelines and standard. The TCiC will guarantee proper monitoring and data collection to develop high quality reports and documents to be shared with his/her line manager and UNHCR respectively. S/he will need to take on challenges to ensure a rapid, effective and timely response, holding overall responsibility of the designated training centers in the refugee camps for project`s achievements and results.
∎ Location: Ukhiya and Teknaf, Cox`s Bazar (Coverage: Rohingya Refugee Camp-4, 4 Extension, 21, 26 and 27)
∎ Job Nature: Full-time (12 Months)
Job Responsibilities:
∎ Managing overall activities of the training centers established in several refugee camps of Ukhiya and Teknaf.
∎ Perform daily activities and organize the training center with required logistics.
∎ Assist the Vocational Training Specialist (VTS) to successfully deliver the Competency Standard (CS) and Competency Based Learning Materials (CBLM) developed by UNHCR.
∎ Support the team of Assistant Instructor (AI) and Vocational Supervisor (VS) to conduct or facilitate required and recommended training sessions.
∎ Ensures that training milestones and goals are met while adhering to approved training budget.
∎ Prepare monitoring tools according to the project indicators in consultation with the project Monitoring and Evaluation Officer (M&EO)
∎ Oversee the overall Finance, Accounts, Budget/PR and Stock Management associated with specific training center activities in consultation with the Skills Development Manager (SDM) and Admin and Accounts Officer (AAO).
∎ Maintain the compliance rules in line with the organizational policy & keeping the responsible area neat, clean and in hygienic condition.
∎ Maintaining a very effective communication with the corresponding camp management (CiC office) and other stakeholders, attend sectoral meetings and ensure timely coordination for regular updates.
∎ Work in close collaboration with the Vocational Training Coordinator (VTC) to ensure wage employment/ work placement for the successful graduates of the program.
∎ Collaborate closely with the HR unit to facilitate volunteer recruitment and ensure strict adherence to organizational HR policies.
∎ Reporting Activities
∎ Support both SDM and VTC on providing monthly report, progress and achievement
∎ Assist SDM in preparing Detailed Implementation Plan and Procurement Plan
∎ General
∎ Assist project implementation team in conducting regular/monthly and need based meetings
∎ Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
∎ Ensure logistics and security to the project's staff as per organization's policies and procedures in coordination with Logistics department.
∎ Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
∎ Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project
∎ Perform any other related duties or responsibilities when assigned by the organization/ project management.
Additional Requirements:
∎ Minimum 03 years of professional experience
∎ Demonstrated experience in Beneficiaries Management/ Livelihoods/Vocational Training/Life Skill Training Project Implementation.
∎ Experience in the Rohingya Camp Context will be preferred.
∎ Knowledge of Rohingya dialect is desirable
∎ Strong analytical, problem-solving, and decision-making capabilities
∎ Willingness and ability to work in hardship environments
∎ Excellent teamwork, and a proven track record of building trust within and empowering teams
∎ Diplomacy, tact and negotiating skills are essential
∎ Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
