∎ Under the chain of Logistics department (from capital level) the Supply Chain & General Service Officer-Logistics will ensure Procurement and general service tasks on daily basis and assigned job in coordination with Base Manager- site offices and Programme Logistics Manager- Dhaka for the smooth-running of the programme in compliance with Handicap International`s internal regulations.
∎ Base location: Sitakundo Site Office, Chittagong District (with field visit as when required)
∎ Direct Reporting: Programme Logistics Manager
∎ Contract Duration: 1 year (with the possibility of extension)
∎ Start date: As soon as possible
∎ Functional Manager: Base Manager- Sitakundo

Job Responsibilities:
∎ Objective 1: Procurement, Stock, and record management:
∎ Supply Plan preparation with Project managers and follow up regularly
∎ Cross check all PSR with approved supply plan before transmit to procure
∎ Perform all procurement for goods, services, and consultancy as per HI rules regulation
∎ Market survey/analysis, make potential suppliers
∎ Lead for local supplier enlistment, a framework with coordination of Dhaka
∎ Build-up capacity for suppliers/vendors
∎ Review and analysis for market price quarterly basis and report to Programme Logistics manager
∎ Keep updated and support the projects for the supplier database and price list
∎ Prepare RFQ/RFP/EOI, Bid Analysis, Purchase Order, Contract, Agreement, and amendment
∎ Maintain everyday procurement monitoring chart (PSRMC) and update
∎ Report weekly to line manager and BM regarding procurement tasks and PSRMC
∎ Share Procurement status to the Project Managers weekly basis
∎ Prepare the reception form if need and Internal delivery note. Receive and check the supplier's delivery slip based on the Purchase Order
∎ Prepare the Bill for payment after completion of the procurement
∎ Update the procurement file with checklist and Archive properly in the TEAM web and hard copy
∎ Monthly reconcile with finance for the procured items/services and update the status of bills and payment
∎ The monitor purchasing process of Hotel service and Car rental with following TER and PSR
∎ Contract Follow up chart update with coordination from Dhaka Supply Chain team
∎ Ensure all supplier’s Invoice/bill with MUSHOK as applicable per Bangladesh Govt. rules
∎ Assist maintenance of equipment through suppliers followed by the procurement process
∎ Follow the supply plan of projects and take action accordingly with coordination of project manager/project officers
∎ Support for organized workshop/training/meeting/event, etc
∎ Response to Audit feedback regarding local procurement issues
∎ Assist base level staff on LINK (online software)
∎ Stock management for Sitakund office
∎ Objective 2: General Service; Equipment, Transportation and Travel & Maintenance management
∎ Check and ensure the maintenance of HI premises and facilities, as well as the general water supply, electrical, and other utilities
∎ Prepare the gate pass/waybill for in and out for servicing and maintenance of the HI property/assets/equipment
∎ Assist to ensure Assets and property insurance for Sitakund with coordination of Capital as per HI guideline.
∎ Perform as required to keep updated on the office furniture & supplies,
∎ Assist in the maintenance of equipment
∎ Physical count, keep updates, and tagging furniture and equipment.
∎ Report weekly monthly basis all site office assets; furniture and equipment list
∎ Maintain office generator
∎ Supervise Cook/cleaner
∎ Ensure smooth IT support with the concern of Dhaka Logistics
∎ Responsible for Office open/closing with proper handling of keys and records.
∎ Log sheet check and updates for Motorbikes and Rental car
∎ Check bills for Rental car and budget manager for finalization/validation
∎ Vehicle (motorbike) maintenance and fuel consumption prepare
∎ TER follow-up
∎ Follow-up and guide rental vehicle driver
∎ Manage hotel booking and local transport
∎ Objective 3: Reporting
∎ Share weekly basis of Procurement Status to site project managers.
∎ Report monthly basis Logistics report such as PSRMC, Vehicle, Stock, Equipment & Inventory, and Generator on monthly basis to Programme Logistics Manager at Dhaka level.
∎ Any other tasks as assigned by the Line manager and Functional manager

Additional Requirements:
∎ Age 21 to 63 years
∎ Minimum 03 years experiences in the Procurement, Inventory, and Transport management or relevant field with International organization/ INGO
∎ Excellent in; MS Excel, Word, PowerPoint, E-mail communication, Software
∎ Good communication skills and able to autonomous
∎ Fluent in written and verbal
∎ Ability to organize and provide prompt and timely supports
∎ Hardworking
∎ Able to take the challenges in any situation with a positive approach
∎ Able to adapt the policy procedures quickly
∎ Professionally candidates must be decent, honest, and loyal
∎ Willing to travel anywhere in Bangladesh when required
