Job Context:
∎ Since 2007, Handicap International (HI) has been providing support to the Rohingya refugees and host communities in the official refugee camps, makeshift camps, and host communities in Teknaf and Ukhiya, in Cox’s Bazar district. In order to respond to the current crisis, HI is implementing an emergency multisectoral response in the area through its mobile units, static rehabilitation teams, distributions and logistic platforms (Atlas Logistique). After a field assessment by HI’s logistics platform experts in Cox’s Bazar District in October 2017, and link with the logistics cluster, HI is setting up a comprehensive logistics platform project including 3 free services: transport in Cox’s Bazar District, a two storage and kitting areas in Unchiprang and Teknaf, for INGOs, LNGOs and UN agencies.

Job Responsibilities:

∎ Global objectives:
∎ Guarantee the good supply of transport services according the partners requests and maintain the document related.
∎ Specific objectives:
∎ Responsibility 1: Ensure the compliance and the respect of ATLAS’ and donors’ procedures
∎ - Enforcing compliance with adapted purchasing procedures and operational formats for the project at the launch stage of activities;
∎ - Make sure that all the purchase files respect Atlas procedures (collect and check the invoices, complete the contracts, edit the receipts and suppliers payment balances receipts, cash advances closure).
∎ - Archive all the purchase files and keep the folder up to date and clean. Archiving and maintaining the different files in order (soft and hard copy);
∎ - Proposing modifications of tools and formats and participating actively in the dynamics of continuous improvement and search for efficiency of the platform project.
∎ - In coordination with the Deputy Project Manager, ensuring the forecasting of disbursement requests for the following week (forecast, cash advances request, PSR edition and follow-up).
∎ - Preparing the document for the payment of the suppliers and daily workers (Collecting, recording and updating the attendance sheet from the field).
∎ - Ensuring the good accountability of process documents and ensuring the accuracy of information;
∎ Responsibility 2: Suppliers’ validation and selection.
∎ - Collecting all the official documentation that allows ATLAS to use the company as a supplier.
∎ - Checking the validity of these documents.
∎ - Ensuring the good understanding of ATLAS activities and requirements by the trucks suppliers (compliance with ATLAS procedures, explanation of the clauses in the carrier agreements).
∎ - Having a good knowledge of the transport system and market (compliance with federal, provincial, and territorial laws).
∎ - Editing the contracts with the suppliers and the daily workers and conveyors.
∎ - Participating in regular meetings organized with carriers;
∎ - Participating in conveying a professional and cordial image to partners and carriers;
∎ - Communicating and identifying tools for conveyors/conveyors (GPS, Tracker, Mission Order etc.);
∎ Responsibility 3: Maintain the correct data collection, entry and analysis.
∎ - Monthly reporting to the program manager on the activity.
∎ - Analysing the transport market evolution.
∎ - Assisting the Deputy Project Manager to carry out market surveys, quotation and negotiations with transporter;
∎ - Make statistics on ATLAS activities.
∎ - Ensuring the data collection and the proper entry in the administrative data base (Excel);
∎ - Preparing bills and ensuring the payment of daily base workers (Conveyors).
∎ Responsibility 4: Managing the operational team
∎ - Managing the team under your responsibility (Assistant)
∎ - Conducting support missions (training, mentoring, support, recruitment, internal audit, handovers);
∎ - Having a good understanding of the Project indicators and supporting the Deputy Project Manager in the follow up of the latter;
∎ - Supporting your team with drafting their action plans and establishing their objectives;
∎ - Following and actively participating in the professional and personal development of members of your team;
∎ - Wherever possible, ensuring training for your teams (Transport Assistants & Conveyors) and the transfer of skills in areas linked to their positions;
∎ - Resolving conflicts within the team;
∎ - Ensuring your teams understand and apply HI’s internal regulations and institutional policies (anti-corruption, PSEA, Child protection, security, gender);

Additional Requirements:
∎ Both males and females are allowed to apply
∎ - Ability to communicate in English, Chittagonian and Bengali
∎ - Good translation and explanation skills
∎ - Very good knowledge of the federal, provincial, and territorial laws
∎ - Qualification/good knowledge of commercial law
∎ - At least one year experience in administration or data entry (NGO or private company)
∎ - Experience with an international NGO is a plus
∎ - Ability to prioritise, strong organisational skills
∎ - Real motivation for working in the humanitarian sector
∎ - Autonomy and ability to work as part of a team
∎ - Pack Offices
