Job Context:
∎ Position Rationale and Description:
∎ The Senior Logistics Services Specialist position will lead Objective 3: Best Practices in Economic Growth. Objective 3 will strengthen private sector actors that are critical to a well-functioning trade facilitation landscape. Improving the effectiveness of the Private Sector Enabling Infrastructure (PSEI) will promote trade competitiveness, create jobs, stimulate investment, and build private sector support for improved economic growth practices.
∎ The Senior Logistics Services Specialist will be a senior-level sectoral specialist that will lead Objective 3 and engage actors in the logistics sector of Bangladesh including member-based organizations that support the logistics industry, assist in identifying international experts, and support action plans to strengthen transport and logistics service providers in shipping, clearing, forwarding, private ICDS, and other export services.
∎ Reporting Requirements:
∎ The Senior Logistics Services Specialist will report to the COP, through regular briefings and dayto-day dialogue.
Job Responsibilities:
∎ The key duties for the Senior Logistics Services Specialist include:
∎ Facilitate partnerships with professional associations in the transport and logistics industry to identify skills gaps for logistics services providers and create a curriculum and training materials to address skills gaps.
∎ Identify government-imposed regulatory obstacles and partner with Objective 1 to overcome these obstacles in partnerships with associations.
∎ Deliver the developed learning activities to service providers.
∎ Facilitate partnerships with associations to provide direct technical assistance to service providers including product development, upgrading of equipment, and service excellence.
∎ Contribute to strengthening the technical capacity of service providers.
∎ Manage and oversee the work of the Logistics Services Specialist.
∎ Work closely with the Gender Specialist to ensure women and other marginalized groups are represented and considered when developing project activities and expected outcomes.
∎ Work closely with the Monitoring, Evaluation, and Learning (MEL) Specialist and associated staff to capture data and information required for contractual reporting and to learn and adapt project activities as needed.
∎ Other responsibilities as assigned by the Chief of Party.
∎ Deliverables
∎ The Senior Logistics Services Specialist shall be responsible for contributing to the following deliverables:
∎ Annual, quarterly and weekly reports
∎ Annual Workplan
∎ Ad hoc updates on the progress of subcontractors and short-term consultants
Additional Requirements:
∎ A minimum of 10 years' experience in the area of private sector transport and logistics.
∎ An advanced understanding of transport, logistics, warehousing, terminal operations, and/or other fields of supply chain management and trade in Bangladesh.
∎ Relationships with existing actors in transport and logistics is strongly preferred.
∎ An understanding of member-based organizations in Bangladesh is highly desirable, including chambers of commerce and trade associations.
∎ Strong communication skills, self-motivated, and ability to work in a team.
∎ Proficient in Microsoft applications and other standard software.
∎ Excellent spoken and written English.
