Job Context:
∎ PowerPac Economic Zone Private Limited (PPEZPL) is the concern of Sikder Group. The group is involved in diversified business activities namely Banking, Large Infrastructure Development, Port Development, Healthcare & Education, Leisure, Real Estate & Construction, Trading & Distribution, Power Generation sector globally and internationally.
∎ Now, in order to develop, operate & manage day-to-day activities for smooth implementation of this Economic Zone project at Bagerhat, Bangladesh PPEZPL looks for a Project Director with necessary skills, attitude and aptitude.
∎ Government of Bangladesh (GOB) in order to pursue its Vision-2021 goal of upgrading the country into a Middle-income nation has promulgated Economic Zone Act-2010. Under this Act, GOB has invited local/international investors to develop private or public economic zones in different parts of Bangladesh. Mongla Economic Zone (MEZ) is the first public economic zone to be developed by PPEZPL. MEZ once completed will accommodate several business houses from home and abroad.

Job Responsibilities:
∎ GENERAL JOB DESCRIPTION
∎ The Project Director is the Leader of the 'Mongla Economic Zone' project of PPEZPL. This position will ultimately lead to the Managing Director/ CEO of the company, once the project culminates into operation. Major responsibilities of this position include (but not limited to) the following activities -
∎ The Position will have overall operational and management responsibilities in implementing & developing Mongla Economic Zone in Mongla, Bagerhat district of Bangladesh.
∎ The Project Director will consult with Govt. Stakeholders including Bangladesh Economic Zone Authority (BEZA), Ministry of Environment (MoE), different Contractors, Consultants etc. and report directly to the group Managing Director/ CEO and other Shareholders of the group.
∎ The Project Director will manage the activities of all members of the planning staff as they are involved in the project, and accounting, communications, and administrative staff assigned to the project.
∎ The Project Director will formulate promotional and marketing plan and strategy to attract local and foreign unit investors to invest in this economic zone.
∎ The Project Director will oversee all consultants and contractors to ensure contracts and agreements are executed and implemented to the satisfaction of the Group Managing Director and shareholders. Day-to-day collaboration will be required with all members of the staff to ensure the organization is able to achieve its objectives. In addition, the Project Director will work closely with stakeholders from across the region to develop consensus around the MEZ and its implementation.
∎ SPECIFIC RESPONSIBILITIES
∎ Plan, direct, coordinate, and lead activities of Mongla Economic Zone (MEZ) project to ensure that goals, objectives and all elements of the PPEZPL are accomplished within the prescribed time frame and funding parameters.
∎ Review MEZ/PPEZPL funding application to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
∎ Establish work plan and staffing for each phase of project, and arrange for assignment of project personnel.
∎ Design, Plan and Implement Marketing & Promotional activities to attract local and foreign Business people to invest in the MEZ. To develop and maintain necessary peer relationship with the potential unit investors to MEZ.
∎ Responsible for supervision of all consultants, and all planning/administrative staff assigned to the Project to ensure it is on schedule and within budget.
∎ Outline work plan to assign duties, responsibilities, and scope of authority.
∎ Review status reports prepared by project personnel and modify schedules or plans as required.
∎ Prepare and review project reports for presentation to Executive Committee and group Managing Director.
∎ Confer with project personnel to provide technical advice and to resolve problems.
∎ Coordinate activities of governmental organizations, private sector business interests, and the Team of Consultants & Contractors.
∎ Responsible for overall quality and management of the MEZ project.
∎ Oversee budget, ensure financial accountability.
∎ Recommend personnel for program/project implementation.
∎ Supervise program delivery, assess client needs.
∎ Recognize and solve potential problems and evaluate project/program effectiveness.
∎ Provide program content expertise, which will include delivering public presentations, press conference, website development, press release etc. about the MEZ project and communicating the project's purpose, value and importance to the Region, Stakeholders, Investors, Public etc.
∎ Conduct research and write reports/articles.
∎ Network with local, Govt., international agencies; Equipment Suppliers; Contractors, Utility Service Providers; and private sector business interests for future program development etc.
∎ Assume any other responsibility as might arise from time to time to implement the project successfully.

Additional Requirements:
∎ Age 35 to 50 years
∎ Only males are allowed to apply
∎ A minimum of 10 years of experience in the direct management & development of large, complex real estate projects with responsibility for site analysis, permitting and approvals, promotional, marketing & selling, client attraction, budget control, estimating, design and construction coordination, and project scheduling.
∎ An excellent ability to communicate orally and in writing is essential.
∎ Excellent customer service and analytical skills are necessary as is a personality that pays attention to details. Must exhibit initiative and a strong desire to achieve results.
∎ Must be computer literate in the use of typical construction industry software packages (e.g. scheduling, cost/cash flow control, etc.). Proficiency in real estate financial analysis is required.
∎ Must have demonstrated ability to manage complexity and must be organizationally/politically astute.
∎ Demonstrated ability to build relationships and motivate teams of people.
∎ Demonstrated ability to manage staff and a strong understanding of the entire economic zone function from research to planning to information management is required.
∎ Significant business interruption, substantial additional expense and potential safety risks may result from failure to use proper project management procedures.
