Job Context:

Job Responsibilities:
∎ ask 1: Elaboration and Implementation of Project Procurement Activities
∎
∎ Full compliance of procurement activities with United Purpose Rules, Regulations, Policies as well as with the rules and regulations of donor agencies.
∎ Development and implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
∎ Prepare of procurement documentation covering RFQ, RFP and ITB as well as micro purchasing and other direct sourcing when applicable with publication of the same.
∎ Arrange Pre-bid meting and issue minutes of meeting, addendum, corrigendum etc. when necessary.
∎ Advise on project procurement activities and sourcing strategies that meet United Purpose procurement principles
∎ Preparation of reports as requested on status of procurement activities
∎ Elaboration and implementation of cost saving and reduction strategies in project procurement.
∎ Implement contract strategy for the project including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment.
∎ Conceptualize, elaborate and implement procurement, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
∎ Respond in a timely manner to any queries and provide any clarification or progress/status reports relevant to project procurement that may be requested by the project management team.
∎ Coordinate with Programme / Project Heads in processing procurement request and in the preparation of monthly progress reports for procurement activities.
∎ Carry out any other tasks that might be required for the implementation of procurement activities
∎ Task 2: Efficient Administration and Management of Procurement Processes.
∎
∎ Support the conduct of market research to identify availability and potential local and international sourcing of planned procurement activities
∎ Identify risks and undertake mitigating actions in close cooperation with project team
∎ Conduct timely and proper preparation of procurement plans for the project, establish the deadlines and monitor of their implementation.
∎ Prepare and submit procurement cases to the Procurement Committee upon necessity.
∎ Conduct the end year closure activities.
∎ Admiration of procurement ensure compliance
∎ Task 3: Asset Administration
∎
∎ Develop asset management procedures in the CO.
∎ Receiving, inspecting, verification and registering of all procured assets and schedule deliveries to users.
∎ Tagging all asset with proper sticker with donor and project reference upon receipt from the supplier. Update expendable and non-expendable property inventory record and track movement of assets.
∎ Support to the management on physical assets disposal. Review of assets and recommendation of physical assets for disposal
∎ Assist in the reconstruction of annual physical inventory verification exercise to ensure accuracy of records and location of property. Ensure that managers sign off on the physical count and correctness of the inventory system database.
∎ Preparation , certification and timely submission of inventory reports
∎ Identification of problem areas in the inventory system, input and conversion of data entered into the system and maintenance of the system and corrective actions taken to ensure reliability of information retrieved from the system.
∎ Task-4: Knowledge Building and Knowledge Sharing:
∎
∎ Training of office/project staff engaged in the management of asset.
∎ Sound contributions to knowledge networks and communities of practice.
Additional Requirements:
∎ Minimum 3 years of relevant experience in INGO/NGO or similar organization
∎ Proficiency in MS Office 365 or Office 365
∎ Must have very high degree of proficiency in English and Bangla -spoken, writing, translation and typing.
