Educational Requirements:
∎ Bachelor's degree in Electrical/Mechanical/Chemical Engineering from a Public University/institution.
Experience Requirements:
∎ At least 15 year(s)
Job Responsibilities:
∎ Under the supervision of Head of commercial, responsible for the overall procurement and warehouse management.
∎ To understand and comply with the group procurement and warehouse policy and to propagate procurement and warehouse procedures and requirements to all staff of the business unit.
∎ To review, write, and update procurement and warehouse procedures periodically.
∎ To keep Group Procurement/BU Head aware on any systems, local statutory and tax regulatory requirements and changes, on any suspected/irregular activities and declare any conflict of interest in transaction to reporting officer and abstain from involvement in the negotiation.
∎ Responsible for managing all procurement activities in connection with equipment, spare parts, consumable items and chemicals required for large combined cycle power generation plant.
∎ Responsible for managing all warehouse activities in connection with the operation of the plant
∎ To manage the overall procurement and warehouse system through SAP system in line with group procurement policy.
∎ Finalizing of Contract with the end-user and seek group legal counsel for advice/approval.
∎ To preparation LC in accordance with the UCP 600, keep continuous follow-up on import documents, shipments and ensure timely delivery of items against each order.
∎ To consolidate and secure term contract/agreement for Maintenance, Repair and Operation and common services with venders.
∎ To prepare letter, undertaking for obtaining BPDB recommendation letter on Tax Exemption and Import Permits as per Implementation Agreement ("IA") under relevant SRO.
∎ Responsible for arranging necessary permits from CCI&E for the consignment imported without LC or returnable consignments. To liaise with IPP Cell, BPDB, CCI&E, Customs, Bank, Freight Forwarder, C&F agent etc. for Import & Export related issues, in case of emergency.
∎ Responsible for customs clearance and reflect the proper Incoterms in the PO or contract document.
∎ To assist Finance Department to prepare Bank Guarantee as required by Customs or any other authority related to Import/Export activities.
∎ To maintain the list of all Bill of Entry(BE) and preserve the original copy of Bill of Entry for future requirement and submission the copy of BE to LC issuing bank.
∎ To maintain the files of all requisitions, purchase order, copy of LC and Shipping documents in orderly fashion and keep track for taking timely actions on those. To report periodically on savings, single bids awarded and KOLA.
∎ Implement, maintain and update material management system, recommend changes in procedures and methodology to obtain optimum levels of supplies and inventory stock. As custodian of plant store, responsible for proper storing of equipment, spare parts, supplies and maintaining an accurate account of materials.
∎ Perform task assigned by the immediate supervisor to this position, but not specifically stated in this description.
Additional Requirements:
∎ Prior Work Experience: 15 years experiences in similar field in Utility/Power Plants or Chemical Process Plant.
∎ Additional Training/Qualification: Procurement management training, or administrative/industrial management training. Familiarization with SAP system is desirable. Computer literacy in MS office is a must.
∎ Knowledge: Thorough knowledge in technical, trans-technical aspects of a plant and its equipment and accessories, procurement procedures and rules, budget preparation, international and local procurement and the related logistics involved in the procurement, shipment, customs and tariff related matters.
∎ Skills and Abilities: Must be able to handle independently, procurement of bulk of machines and equipment, able to prepare O&M budget; liaise and coordinate with domestic as well as international vendors for supplies. Must have an excellent interpersonal skill to deal effectively with people.
∎ Language Proficiency: Excellent Working Knowledge both in English & Bangla.
