∎ Reporting line PGI Focal BDRCS
∎ Contract period Up to 31 December 2023 (with possibility of extension).
∎ Duty Station National Headquarters, Dhaka with frequent field visits.
∎ Job purpose:
∎ The Protection, Gender and Inclusion (PGI) Senior Officer will be responsible for ensuring PGI programmatic interventions with all sectors as mainstreaming approach along with enhancing institutional capacity to address violence, discrimination, and exclusion. At advocacy and partnership level, PGI officer will strongly maintain internal, external, and inter-agency coordination mechanisms on PGI related issues to make an effective contribution within BDRCS Network and as well as the wider humanitarian and development communities. Technical supports will be provided by PGI Focal BDRCS and will be direct line management to report.
Job Responsibilities:
∎ Support BDRCS NHQ and branches, IFRC and Partner National Societies (PNSs) to ensure all programmes and emergency operations are implemented in accordance with movement policies and guidelines relevant to protection, gender and inclusion i.e. IFRC Minimum Standards for Protection, Gender and Inclusion in emergencies , as well as adhere to international standards and best practice related to protection, gender, diversity, disability inclusion, child protection, SGBV, trafficking and other forms of violence.
∎ Support to ensure mainstreaming of PGI in long-term projects (e.g. resilience programs) and emergency response operations of BDRCS.
∎ Support to develop strategic guidance, implementation tools, planning and budgeting for the specialized programs, activities, and operations, reviewing the policies and M & E plan as well.
∎ Ensure all planned activities under PGI are implemented according to plan and budget.
∎ Organizing BDRCS GWC meetings and dialogue with senior management to support strategic decision making with regards to PGI mainstreaming and activities.
∎ Support to monitoring BDRCS' recruitment of staff/resource persons and procurement of goods/services in relation to PGI interventions.
∎ Developing and implementing of guidelines, ToR, concept note, and necessary tools as relevant for the PGI interventions.
∎ Conduct and facilitate trainings on PGI issues, using the IFRC's Minimum Standards for PGI, Seven Moves Gender and Diversity training packages and Prevention and Response to Sexual and Gender Based Violence Training, Child Protection training, PSEA training and Anti-trafficking training in accordance with the 'do no harm approach.
∎ Provide support to implement Sexual and Gender-Based Violence (SGBV) prevention, mitigation and response activities, including establish and/or strengthen referral pathways for SGBV survivors, ensuring access to multi-sector response services (health, psychosocial support etc.)
∎ Designing and Developing training modules and materials on gender and diversity, SGBV prevention and response mechanism and mitigation, child protection and anti-trafficking issues such as curriculum, ToT handbook, etc.
∎ Support in designing, testing, and implementation of IEC materials for PGI intervention in emergency operations and development programs.
∎ Provide capacity building support for improving PGI services in all sectors of BDRCS NHQ and Branch level.
∎ Provide PGI input in country plan, emergency appeal, and development proposal with collaborating and coordinating with the different sectors, Partner National Societies and other External Partners.
∎ Develop and share timely situational protection and gender and diversity analysis and updates to BDRCS
∎ Maintaining regular communication and coordination with BDRCS each sector, IFRC, PNSs, ICRC PGI team and PMO PGI team and sector leads to embed PGI in sector programs.
∎ Support BDRCS or movement needs assessments to ensure that protection, gender and inclusion issues are addresses (rapid and detailed)
∎ Based on the assessment, support to BDRCS response team to design PGI and G & D strategy along with budgets.
∎ Maintaining operational coordination and cooperation on PGI at NHQ and field level.
∎ Support to BDRCS to roll out and monitor the use of PGI minimum standards (including for SADDD) and PGI in emergencies toolkit in IFRC supported operations.
∎ Liaise with Partner National Societies, donors.
∎ Work in close collaboration with the PMER, Community Engagement and Accountability teams' and communications team of BDRCs. Coordinate with external stakeholders, GiHA, GWG, GBV cluster, Child Protection cluster and represent BDRCS at humanitarian coordination meetings, seek opportunities for collaborations and partnerships to further strengthen BDRCS capacity on gender and diversity, child protection, protection, sexual- and gender-based violence, anti-trafficking and disability inclusion.
