Job Context:
∎ AUHC is a `Research and Development` contract of USAID`s Office of Population, Health, Nutrition and Education. The MERL team works collaboratively at the intersection of all results to support them with required data and business analytics. The MEL Specialist will work across the AUHC technical teams to assist with data, research design and assessment framework to capture, document and disseminate learning to feed into program implementation for adaptive management. The position will support the technical teams with research and prototyping activities that require formulating hypothesis for testing, defining methodology and quality control of data. The project has been using a large Access enabled database for tracking PMP indicators of the AUHC project. The MEL specialist will support MERL team for transitioning this database to an HMIS platform that is in the process of being rolled out in the entire SH (Surjer Hashi) clinics network. MERL`s key responsibility in the project is to ensure that quality data have been reported and analyzed for informed decision making. In addition, MERL is responsible for nurturing a collaborating, learning and adapting (CLA) culture in the AUHC project management cycle. This includes, but is not limited to, implementing a learning framework, developing user friendly tools for capturing learning through dynamic processes, and organizing quarterly "Pause and Reflect" workshop to share program learnings internally. MEL specialist will work with MERL Director to develop and disseminate success stories and lessons learned from various initiatives and practices introduced and applied by the AUHC project in the Surjer Hashi Network, among its target stakeholders. The MEL specialist will be responsible to verify sub-partners` and sub grantees` reported data for payments against sub-contracts.

∎ The Monitoring, Evaluation and Learning (MEL) Specialist is a key position in the MERL team to coordinate with different partners and stakeholders to carry out assigned job. In addition, the Specialist will perform supportive supervision to the project partners. This position will report to the AUHC Director of Monitoring, Evaluation, Learning and Research (MERL).
∎ Location of Assignment:
∎ The location of this assignment is Dhaka, Bangladesh, with travel to the SHN clinics estimated to require 60% of the incumbent`s level of effort.

Job Responsibilities:
∎ The Monitoring, Evaluation and Learning (MEL) Specialist will report directly to the MERL Director. The Monitoring, Evaluation and Learning (MEL) Specialist is expected to undertake the follow tasks on an ongoing basis:

∎ Taking lead in developing monitoring and evaluation plans, data quality assessments, research and learning agenda;
∎ Analyze the AUHC project data requirements reviewing the PMP (performance management plan) and reconciling the PMP with existing M&E indicator reporting system;
∎ Implement of M&E systems and ensure their timeliness, accuracy, and compliance with USAID requirements;
∎ Coordinate sub partners and grantees for quality data collection, validation, analysis and provide business insight for management reporting and decision making.
∎ Facilitate partners capacity building initiatives for data quality monitoring;
∎ Assist developing user-friendly online based database management systems for SHN in enabling AUHC to manage the indicators reporting from SH clinic;
∎ Implement AUHC's CLA framework with user-friendly tools, for example; 'Pause and Reflect' workshop, 'Learning Lab' etc.;
∎ Support project periodic DQA activities performed by USAID and MERL team;
∎ Mange transition of MIS systems to SHN by ensuring data quality and entrenched capacity among relevant SHN department and staff.
∎ Provide input to AUHC progress reports, work plans and other deliverables as required;
∎ Identify successes and constraints of implementation and prepare stories and learning briefs;
∎ Other duties as assigned by the MERL Director.

Additional Requirements:
∎ At least five years professional experience in research, learning, monitoring and evaluation preferably in the USAID environment.
∎ Strong in essential computer software for database management and analysis (MS Excel, MS Access and SPSS/STATA).
∎ Has experience with quantitative and qualitative analytical techniques.
∎ Knowledge of health service delivery in Bangladesh and familiarity with USAID data requirements preferred.
∎ Possesses strong oral and written communication and interpersonal skills.
∎ Has strong coordination and organizational skills.
